<br /> <br />b. Flowers, flower beds, trees, shrubs, vegetable gardens and plants should <br />be watered with a bubbler system, a drip irrigation system or by hose with <br />hand-held nozzle. Watering should be performed during the <br />recommended hours and as part of, or encompassed within, the three hours <br />of total watering time for each property. <br />The City's water usage has declined significantly over the 2003 to 2006 period. Some of <br />the decline is likely the result of weather patterns and watering restrictions that were <br />imposed in 2002. In 2005, water restrictions were lifted and the City expected usage to <br />increase. This has not come to pass, probably due to increased public awareness and <br />weather patterns. <br /> <br />The goal set for the amount of water saved by developing and implementing the new <br />water conservation plan will amount in a saving of at least one per cent per year for the <br />next eight to twenty years. This amount is based on estimates made by TEC and the City <br />of Lamar Water Department's knowledge ofthe water system, past conservation efforts, <br />and future water needs. Once the conservation plan is completed the City will have a <br />better idea ofthe percentage of water saved and how that will be accomplished. <br /> <br />(d) Adequacy, stability and reliability of the entity's water system <br /> <br />(1) Water Supply Sources/Storage <br />The City of Lamar's water supply source is comprised of one hundred percent (100%) <br />ground water. This water is derived from the Clay Creek Aquifer. <br /> <br />The City of Lamar owns 3,200 shares ofthe Fort Bent Ditch Company and 360 shares of <br />the Lamar Canal Company. Please refer to Table 3 for ditch and canal decree dates. The <br />amount of water available from these shares can vary drastically from year to year due to <br />calls on the river that influence the amount of water a senior and junior water rights <br />owner can utilize. <br /> <br />Water from the shares is used to augment well pumping and to recharge the Clay Creek <br />Aquifer.
