<br /> <br />updated. The last plan was approved by the OWCPD in 2003. The Water Conservation <br />Act of 2004 amended the requirements needed for water conservation plans and new plan <br />elements need to be incorporated into current plans. OWCDP has developed a document <br />titled, "CWCB Water Conservation Plan Development Guidance Document." The City <br />will provide TEC with the guidance document and the letter from OWCDP. This will <br />provide the necessary information to address the requested information and revise the <br />City's Plan. The revised Plan will follow the structure and process described in the <br />Model Water Conservation Plan Guidance Document. <br /> <br />In addition, CWCB requires any community seeking financial assistance from either <br />CWCB or the Colorado Water Resource and Power Development Authority must submit <br />to CWCB a new or revised plan to meet the water conservation goals for CWCB <br />approval prior to releasing any loan proceeds. The City of Lamar, the City of La Junta, <br />and the St. Charles Mesa Water District must submit to CWCB revised or new water <br />conservation plans. The plans must have CWCB approval in order to release loan <br />proceeds for the SECWCD Arkansas Valley Conduit Project. This applies to the City of <br />Lamar and it's participation in the Arkansas Valley Conduit Project. <br /> <br />The City of Lamar has contracted with TEC to update the water conservation plan. The <br />City will be the primary author of the document and TEC will provide technical <br />information that is required for the Plan. The total cost for the Plan development will be <br />$19,897. The City is requesting grant funding in the amount of$14,897. The City will <br />provide $5,000 in matching in-kind funds. <br /> <br />7. Summary <br /> <br />The City of Lamar is located in the Arkansas River Basin. The Arkansas Basin State <br />Water Supply Initiative (SWSn Roundtable participants developed water supply options <br />for the Basin. Participants sought ways to meet multiple objectives with collaborative <br />solutions. The decisions were based on shared, not individual, needs. Strategies include <br />enlarging existing storage reservoirs, acquiring agricultural water rights and transferring <br /> <br />6 <br />
