them to municipal and industrial use, and enhancing water conservation and reuse
programs. Current and planned water projects and management options are expected to
supply approximately 80 percent of the additional 630,000 acre-feet of water needed in
the ba~:in by 2030. In spite of the progress, SWSI found that there are not firm plans for
the remaining 20 percent, or 126,000 acre-feet per year, of municipal and industrial water
needed by 2030.

By im;proving and implementing the water conservation plan Lamar will have :an
opportunity to use their water supply more efficiently and wisely. This will enable the
water supply to stretch farther, providing more purpose and services without burdening
an aln:ady over-appropriated basin.

The City of Lamar recognizes the value of its water resources and the need to use these
resources wisely. The City began implementing water conservation initiatives in 1998,
and in 2002 adopted drought mitigation measures. The City has made great strides
toward conservation. While the City has developed adequate, stable and reliable water
supplies, it still has insufficient water supplies to meet drought demands. The City is
aware that increased water conservation will improve its water supply reliability and
mitigate the impact of future droughts.

The City will use the requested grant funding to revise and complete its Water
Conservation Plan for submission to the OWCDP for approval. The processes and
procedures outlined in the "Water Conservation Plan Development Guidance Document"
will be used for the Plan development and revision. The Plan will contain goals for water
conservation so the City can become more water efficient and reduce the need to develop
or acquire new water supplies. The Plan will also contain guidelines to monitor,
evaluate, revise and update the adopted plan once it has been approved by the OWCDP.

The City will continue to use and seek out new water wise management systems and
pracflces. The requested funding will facilitate the development and adoption of a Water
Conservation Plan that will ensure years of a safe, stable supply of affordable water to the:
citizt:::ns of Lamar.

7
