Special funds. <br /> <br />Additional funds which shall be known as <br />"Special Funds" shall be created by ordinance to <br />provide for monies held for depreciation and <br />obsolescence of structures, machinery and <br />equipment not within the jurisdiction of the <br />Utilitie~, Board, for debt service, for special ser- <br />vices alld for local improvements. The ordi- <br />nance creating a special fund shall specify its <br />source of income and the purpose for which <br />expenditures from the special fund shall be <br />made. Special funds created by ordinance may <br />be abol,ished by ordinance, subject to existing <br />trusts, and the remaining assets of any special <br />fund shall be transferred to the general fund. <br />The ordinances creating special funds may pro- <br />vide for annual, periodic or continuing appro- <br />priations for such funds. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Sec. 11-14. Capital improvements fund. <br /> <br />The Council may make appropriations for the <br />benefit of a fund to be known as the "Capital <br />Improvements Fund," established for the pur- <br />pose of paying the cost of capital improvements <br />for which the City is authorized to issue bonds, <br />and for no other purpose. The Council shall also <br />have power to transfer, from time to time, any <br />portion of the general fund surplus not otherwise <br />appropriated to the capital improvements fund. <br /> <br />Sec. 11-15. Contingent account. <br /> <br />The: general fund may contain an item for <br />contingencies. Except in those cases where <br />there i:~ no logical account to which an expendi- <br />ture can be charged, expenditures shall not be <br />charged directly to contingencies, but instead, <br />the necessary part of the appropriation for con- <br />tingencies shall be transferred to the logical <br />account, and the expenditure charged to such <br />account. No such transfer shall be made without <br /> <br />Supp,3 <br /> <br />the express approval of the Council, and then <br />only for expenditures which could not be readily <br />foreseen at the time the budget was adopted. <br /> <br />Sec. 11-16. Fairmount Cemetl~ry <br />investment fund. <br /> <br />The provisions of section 13 of ordinance <br />237 of the City of Lamar pertaining to Fair- <br />mount Cemetery fund shall not be amended or <br />repealed. <br /> <br />Sec. 11-17. Utility fund. <br /> <br />There is hereby established a "Utility Fund." <br />The utility fund shall comprise all revenues of <br />the Utilities Board and all functions of the Utili- <br />ties Board shall be financed by expenditures <br />from the utilities fund. <br /> <br />Sec. 11-18. Transfer of funds" <br /> <br />The City Council may at any time transfer <br />any unencumbered appropriation balance or <br />portion thereof from one classification of expe:n- <br />diture to another within the same department, <br />office or agency administered by them. The <br />Council may, after October 31 of each year, by <br />resolution transfer any unencumbered appro- <br />priation balance or portion thereof from one <br />department, office or agency within its jurisdic- <br />tion to another. The Utilities Board shall order <br />the transfer in equal monthly installments on the <br />12th day of each month the amount provided by <br />the budget for such year to be transferred from <br />the utility fund to the general fund. <br /> <br />Sec. 11-19. Departmental appropriations <br />lapse. <br /> <br />Any annual departmental appropnatlon or <br />any portion thereof remaining unexpended and <br />unencumbered at the close of the fiscal YI;:ar <br />shall lapse. <br /> <br />C-20 <br />
