<br />CDM <br /> <br />Appendix B <br />Adoption of the Castle Pines North Conservation Plan <br /> <br />9.2 Plan for Public Participation in Implementation <br /> <br />The public will playa key role in the effectiveness of the Plan. The success of <br />conservation measures and programs depends on how the public responds to the <br />measures. The more engaged the community is in altering their behavior to conserve <br />water and participate in the conservation rebate programs, the more effective the <br />conservation measures and programs will be. <br /> <br />The District will continue to implement a public education program educating the <br />public on why and how they may conserve water and the incentives offered to <br />encourage conservation throughout the community. Historically the District has <br />provided three or four public meetings a year and provided newsletters and bill <br />inserts as well. Annual monitoring results on the effectiveness of the conservation <br />programs and measures will be conveyed to the public through these mediums. The <br />District plans to continue these programs. <br /> <br />It is also important to establish a means where feedback from the public on the <br />conservation measures and programs may be received. The public will have the <br />opportunity to provide input during public meetings, through email and mail <br />correspondence, and through the annual election process. The District will also <br />conduct a telephone every 2 years to 200 to 300 customers. The survey will evaluate <br />customer response to topics such as conservation, groundwater and surface water <br />supplies, and the flow of information from the District to the customer. Public <br />feedback will help the District take to into account the community's values when <br />making important water management decisions. <br /> <br />9.3 Plan for Monitoring and Evaluating Processes <br /> <br />One of the conservation goals of this Plan is to establish an effective monitoring and <br />evaluation process. Data limitations were a challenge in the development of this Plan. <br />This was mainly attributed to the short implementation period of the conservation <br />measures and the change in the billing system which limited data available on <br />demands by customer type. As the District begins to acquire more data, trends <br />between demands and conservation measures/programs may be established <br />improving the ability to assess the effectiveness of the Plan. <br /> <br />The collection and organization of data is instrumental in the success of this <br />monitoring plan. Data shall be collected on the following: <br /> <br />. Daily well production by well including production for the Ridge Golf Course and <br />storage in the two water storage tanks <br /> <br />. Daily applications of reclaimed water on the Ridge Golf Course <br /> <br />. Billing system data including metered demands and costs <br /> <br />.
