Figure 7-2 shows that the break even point for net benefits after 10 years is about
$0.50 per square foot, assuming the costs of water production significantly increase. A
rebate of $0.40/ square foot was chosen for both the HOA and residential District
programs. The timing on when net benefits will be accrued depends on the number of
participants and water production costs.
