Although rates may increase, the <br />raise would be for revenue purposes rather than to encourage conservation. <br /> <br />Programs Eliminated by Criteria 4 <br /> <br />Agricultural transfers (Dry year leasing, Rotational fallowing, and water salvage) - Within <br />the context of the District's water system, agricultural transfers are considered to be <br />more of a water supply option than a conservation measure/program. These options <br />could serve as a future surface water supply source. <br /> <br />Conjunctive Use - The District's future water supply will likely incorporate conjunctive <br />use, using both groundwater and surface water. Surface water supply alternatives are <br />being evaluated in the IWRP. Under the context of this Plan, conjunctive use is treated <br />as a water supply alternative rather than a conservation measure. <br /> <br />System Integration with other Utilities - The District has considered the possibility of <br />annexing small neighboring water districts into their water system and estimated <br />demands of neighboring Districts will be included in the IWRP. However, this is a <br />preliminary assessment and nothing has been negotiated or planned. <br /> <br />Programs Eliminated by Criteria 5 <br /> <br />Watering Restrictions - The District currently limits residential and HOA watering to <br />every three days. See Section 2.5 for more details. This is intended to manage daily <br />demands and provides some conservation benefits. Water restrictions will continue to <br />be a standard practice in managing the water system. <br /> <br />Leak Repair on District's Water Distribution System- Leak repair has been a standard <br />practice since the water system was brought online. The District repairs all leaks that <br />are not on private property. Water savings are obtained from this practice; however, it <br />is difficult to quantify the savings given the variable nature of leaks and that there is <br />not a means to compare water demands before and after the leak repair program. <br />Leak repair will continue to be standard in the management of the water system. <br /> <br />Volume Billing - Volume billing has been a standard practice since the water system <br />was brought online. The District bills its customers based on the volume of use. Water <br />savings are obtained from this practice; however, it is difficult to quantify the savings <br />given that there is not a means to compare water demands before and after volume <br />billing. Volume billing will continue to be standard in the management of the water <br />system. <br /> <br />Meter Source Water - The metering of source water (well production) has been a <br />standard practice since the water system was brought online. It is difficult to quantify <br />any savings given that there is not a means to compare water demands before and <br />after the metering of source water.
