<br />CDM <br /> <br />Section 6 <br />Conservation Measures and Programs <br /> <br />Soil Preparation - This regulation/ ordinance would improve the water holding <br />capacity of soil underlying new landscapes and generally produces the greatest <br />savings in communities experiencing significant growth. Castle Pines North is <br />95 percent buildout and the majority of the service area is either landscaped or natural <br />open space. Substantial water savings are not available in the District service area. <br /> <br />Irrigation Equipment - This regulation/ ordinance would require more efficient <br />irrigation equipment to be installed on new landscapes and generally produces the <br />greatest savings in communities experiencing significant growth. Castle Pines North <br />is 95 percent build out and the majority of the service areas are either landscaped or <br />natural open space. Substantial water savings are not available in the District service <br />area. <br /> <br />Programs Eliminated by Criteria 2 <br /> <br />Water Conservation Expert - This plan evaluates water audits for HOAs and residents <br />that target the same type of end users as would a water conservation expert. It is not <br />necessary to evaluate both programs. <br /> <br />Give-aways - Water savings may be obtained by providing customers with free kits <br />that can be used to enhance the water efficiency of appliance and fixtures. The District <br />prefers to focus on the existing rebate program that offers incentive for the <br />replacement of inefficient appliances and fixtures. This provides similar if not more <br />effective results. <br /> <br />Standards for Fixtures and Appliances - A series of rebates/incentives are offered for <br />replacing fixtures and appliances with a more efficient model. This voluntary <br />approach is publicly more acceptable than establishing mandatory standards. <br /> <br />Time of Sale Upgrades - A series of rebates/ incentives are offered for replacing fixtures <br />and appliances with a more efficient model. This voluntary approach is publicly more <br />acceptable than establishing mandatory standards. <br /> <br />Water Waste Prohibition - This regulation/ ordinance would penalize users who are <br />wasting water. The District prefers to focus on the public education program and <br />incentives promoting water conservation that will provide similar results. A hotline <br />where customers could report water wasting is evaluated in this Plan. <br /> <br />Improved water accounting - From 2002 to 2005, the District replaced the majority of its <br />meters with radio read meters. The District also began to meter its irrigation of parks <br />and open space in 2005. This will immensely improves the ability to account for water <br />production and water use throughout the service area. All source and service <br />connections are metered. Additional improvements to the accounting system are not <br />necessary. <br /> <br />Analysis of none-account water - From 2002 through 2005, the District replaced the <br />majority of its meters with radio read meters.
