Residents, employees in the schools and commercial sector, as well as customers that
use the commercial facilities contribute to water usage. Customers that contribute to
water usage through the use of commercial facilities are defined as traffic for
purposes of this Plan. The District conducted a survey finding that employment
population in 2005 totaled 458 people. Assuming a daily traffic of 100 people, the total
employment and traffic population was 558 people in 2005. Historical employment
and traffic values were estimated by multiplying the estimated fraction of
development in each year by the sum of the 2005 employment and traffic populations.

are from the District's new billing system implemented in May 2004. The customer
