Customers that contribute to <br />water usage through the use of commercial facilities are defined as traffic for <br />purposes of this Plan. The District conducted a survey finding that employment <br />population in 2005 totaled 458 people. Assuming a daily traffic of 100 people, the total <br />employment and traffic population was 558 people in 2005. The majority of these data <br />are from the District's new billing system implemented in May 2004.
