Castle Rock Water Conservation Master Plan Backaround

The Town is currently undergoing a rate and fee study, with fees intended to
become effective in 2007. Currently single-family residential customers are the
only user category with an inclining block structure. In the interests of
conservation and better allocation of
associated service costs, the Town
is considering an inclining tier rate
structure for all types of services.
This has included investigation of a
water budget rate structure for some
and/or all water service types. The
implementation of a total water
budget based structure may be
phased in as individual lot and user
information becomes available.

"...rate and fee study...in the
interests of water conservation
and ...allocation of associates
service costs...considering
inclining tier rate structure for
all types of services. "

The overall intent is to cover
fixed costs under a base rate
and charge for costs associated
with variable consumption
volumes on a per thousand
gallon basis. Necessary water
for domestic purposes as well as
water needed to efficiently
irrigate some level of
landscaping would be provided
at a reasonable rate, while
consumption over and above necessary volumes would have an associated rate
that increases dramatically. This type of rate structure considers the type of on
site water use, such as number of people in a home, or number/type of fixtures in
a commercial establishment, as well as size and type of landscaped area and
weather conditions. A necessary amount of water is then identified and delivered
at a reasonable rate. Excess water use is charged at rates that often double for
each volume charge increment. It is anticipated that funding for many
conservation related programs would be provided by such excess revenue.

"...investigation of a water budget
rate structure..imp/ementation
.. .phased as individual/ot and
user information becomes
available.. .
funding many conservation
related programs...by ...excess
revenue.
