<br />Castle Rock Water Conservation Master Plan Backaround <br /> <br />The Town is currently undergoing a rate and fee study, with fees intended to <br />become effective in 2007. Currently single-family residential customers are the <br />only user category with an inclining block structure. In the interests of <br />conservation and better allocation of <br />associated service costs, the Town <br />is considering an inclining tier rate <br />structure for all types of services. <br />This has included investigation of a <br />water budget rate structure for some <br />and/or all water service types. The <br />implementation of a total water <br />budget based structure may be <br />phased in as individual lot and user <br />information becomes available. <br /> <br />"...rate and fee study...in the <br />interests of water conservation <br />and ...allocation of associates <br />service costs...considering <br />inclining tier rate structure for <br />all types of services. " <br /> <br />The overall intent is to cover <br />fixed costs under a base rate <br />and charge for costs associated <br />with variable consumption <br />volumes on a per thousand <br />gallon basis. Necessary water <br />for domestic purposes as well as <br />water needed to efficiently <br />irrigate some level of <br />landscaping would be provided <br />at a reasonable rate, while <br />consumption over and above necessary volumes would have an associated rate <br />that increases dramatically. This type of rate structure considers the type of on <br />site water use, such as number of people in a home, or number/type of fixtures in <br />a commercial establishment, as well as size and type of landscaped area and <br />weather conditions. A necessary amount of water is then identified and delivered <br />at a reasonable rate. Excess water use is charged at rates that often double for <br />each volume charge increment.
