Introduction

Ensure financial stabilitv
It is important for the protection and enhancement of community
investments to provide adequate water supplies at reason-
able costs for today and in the future.

Objectives

Specific objectives have been established to further define the water
use goals.

Reduce average water consumption 18%
over five year average use (165 to 135 gal-
lons per capita per day);

Reduce peak water consumption;

Preserve/enhance Castle Rock's landscape
architecture.

Reduce

Implement landscape regulations for new develop-
ment that result in efficient use of water, is aes-
thetically pleasing, and enhances the type of land
use; Implement incentive programs that encourage existing prop-
erties to be water efficient and aesthetically pleasing;

average
water
consumption
180/0

Implementation Strategy:

Implement rate strategies (such as a water budget rate structure) that
reward efficient water use and discourage water waste; and

Implement public education programs that allow the Community to
make conservation a way of life.

Existing
Programs

Conservation:
In 1996, the Town of Castle Rock adopted a water conservation Plan
that set goals to achieve water conservation goals that had been estab-
lished in the 1992 Water Resource Management Plan.

Current Conservation Measures:

. Water efficient fixtures
. Low water-use landscapes and efficient irrigation
. Water efficient industrial/commercial processes
. Water reuse systems
. Distribution system leak repair
. Implement rate structure that encourages conservation
. Regulatory measures
. Other water management activities

Demand Management:
The Town has had three-day watering restrictions in place since 1985.
This every third-day irrigation provides good water system manage-
ment, while providing adequate irrigation times for the plant material.

Without watering restrictions, the peak water demands would increase
by approximately three hundred percent.

Town of Castle Rock Water Conservation Master Plan

Page 1-2
