<br />Introduction <br /> <br />Town of Castle Rock <br />Water Conservation Master Plan <br /> <br />Intent and <br />Objectives <br /> <br />Efficient water use is a key element part of living in the semiarid Colo- <br />rado environment and is a critical part of the Town of Castle Rock's <br />(Town) water resource strategy. As part of the Town's resource water <br />planning approach, managing water demand is key. Effective manage- <br />ment of the community's resources is good environmental and financial <br />stewardship. <br /> <br />This Water Conservation Master Plan (Plan) outlines a goal-oriented, <br />performance based, and cost-effective strategy that provides a practical <br />approach to design and implementation, while providing measurable <br />water savings. This Plan outlines current and future water use profiles, <br />establishes conservation goals, identifies conservation measures, <br />reflects the costs and benefits of conservation, defines regulations, <br />incentives, outlines potential rate structure (such as a water budget), <br />educational programs, and establishes evaluation processes. <br /> <br />Water use efficiency has short and long term positive social and eco- <br />nomic impacts. The Town has involved the community in the develop- <br />ment, review and implementation of this conservation Plan. Strategic <br />planning and advisory public stakeholder groups participated in goal <br />development, objectives and implementation approaches. <br /> <br />Water use efficiency ensures effective use of existing and future water <br />resources. <br /> <br />Mission Statement: <br />t'Saving water through education, incentives, and <br />application of best management practices. " <br /> <br />Goals <br /> <br />Reduce current and future water demands <br />The Town recognizes that current demand includes reducing wa- <br />ter use through increased efficiency, especially in areas such as <br />landscape irrigation. By optimizing water use efficiency, cur- <br />rent and future water use demands can be dramatically reduced. <br /> <br />Create a community culture that includes water conservation <br />In order for a conservation Plan to be effective it is necessary for <br />Castle Rock all areas of the community; commercial and resi- <br />dential customers, to understand why conservation is essen- <br />tial to the community mindset.
