<br />RESOLUTION
<br />OF THE
<br />COLORADO GROUND WATER COMMISSION
<br />WHEREAS the Colorado Ground Water Commission is a regulatory and an adjudicatory body authorized by the General Assembly to manage and control designated ground water resources within
<br /> the State of Colorado; and
<br />WHEREAS the General Assembly has granted the Ground Water Commission this authority under Title 37, Article 90 of the Colorado Revised Statutes (Ground Water Management Act); and
<br />WHEREAS the Ogallala Aquifer is designated ground water where it lies within the boundaries of the Designated Basin; and
<br />NOW, THEREFORE, BE IT RESOLVED, that the Colorado Ground Water Commission hereby acknowledges the need for a Task Force to be established to help develop solutions designed to further
<br /> the long-term sustainability of the Ogallala Aquifer in the Republican River Basin.
<br />The name of the Task Force shall be “The Ogallala Aquifer, Republican River Task Force.”
<br />The Task Force shall be composed of representatives of the following organizations:
<br />Representative(s) from the Ground Water Management Districts within the Northern High Plains Designated Basin
<br />Representative(s) from the Republican River Water Conservation District
<br />Representative(s) from the Republican River Watershed Association
<br />Representative(s) from the local Soil Conservation Districts
<br />Representative(s) from each of the following landowner associations:
<br />Three Rivers Alliance
<br />Colorado Agricultural Preservation Association
<br />Two or Three At-Large Representatives
<br />The Task Force shall be supported by a Technical Advisory Subcommittee, assigned to address specific issues. The Technical Advisory Subcommittee shall be composed of representatives
<br /> of the Task Force and may also include representatives from the following groups:
<br />State Agencies;
<br />Federal Agencies; and
<br />Non-governmental Organizations
<br />The Task Force shall:
<br />Establish a science-based and basin-wide understanding of the water conservation challenges facing water users in the Ogallala Aquifer in the Colorado Republican River Basin.
<br />Recommend potential solutions by which the Ogallala Aquifer in the Colorado Republican River Basin may be managed for sustainability.
<br />Appoint delegates as needed to assist with the responsibilities.
<br />The Task Force shall operate for one year, with the option to proceed for a longer time if the Commission deems it necessary.
<br />DONE at the regular meeting of the Colorado Ground Water Commission, August 21, 2009, in Parker, Colorado.
