BOE Meeting Agenda <br /> October 1, 2024 <br /> Page 4 <br /> d) Discussion regarding the construction plan and the completed <br /> construction. <br /> e) Chris Sanchez asked for clarification regarding the request in front of <br /> the board <br /> (1) Chris Jones clarified that the Board would be approving an <br /> attempted repair of the well to make it compliant under Rule <br /> 10.4.8.2 <br /> (2) Later clarified that Rule 10.5.3.1 requires that grout be placed <br /> in one continuous operation, so there could be a variance to <br /> this rule. <br /> f) Discussion regarding the lost test pump, attempts at fishing it out, and <br /> inspection for damage. <br /> g) Discussion regarding possible repair strategies and possible preference <br /> for abandonment <br /> h) Discussion regarding acceptable perforation interval <br /> i) Several attempts made at drafting a motion <br /> j) Robert Hillegas motioned that the Board allowed for a variance for an <br /> attempt to use a mechanical perforator to perforate the casing from <br /> 685 to surface, to use a pressure grouting method to try to squeeze <br /> grout in the formation, and to grout between the liner and steel casing <br /> (1) Motion amended to allow for the abandonment of the well if so <br /> desired using the mechanical perforator from the same <br /> intervals as the repair provided for. <br /> (2) Tim Kunau clarified that he would approve only if the method <br /> included placement of a liner following completion of the <br /> initial pressure grouting, adding filter pack in the production <br /> interval and grouting above the filter pack between the new <br /> liner and existing casing. Motion so amended. <br /> (3) Tim Kunau seconded. <br /> (4) Todd Hunter and Chris Sanchez recused themselves from the <br /> vote <br /> (5) Motion carried <br /> k) Josh Weaver asked that the Board consider the difference between <br /> recusal and abstention. <br /> Break for lunch from 12:21 PM to 1:06 PM <br /> IX.
