BOE Meeting Agenda <br /> October 1, 2024 <br /> Page 3 <br /> c) Discussion regarding the current state of the well, the plan for the well <br /> structure, and the details of the request <br /> d) Tim Kunau commented that he believes a clay seal around the well <br /> would be better than a concrete pad <br /> (1) Chris Jones stated he agrees, and that the current redline of <br /> the Rules removes the requirement for a concrete well pad <br /> around monitoring wells and holes. <br /> (2) Mr. Colvin stated that the reason for the concrete pad is <br /> primarily to secure the well vault <br /> e) John Hunyadi asked about the proximity of this structure to the "dam" <br /> (1) Mr. Colvin clarified that this is not a"jurisdictional dam," and is <br /> instead an embankment for Eerie's North Water Reclamation <br /> Facility, which means it is all below-grade storage <br /> f) Chris Sanchez asked what the abandonment process would look like, <br /> should the construction encounter problems <br /> (1) Mr. Colvin stated they could backfill the vertical screen sections <br /> with clean sand/gravel and cement the plain casing. <br /> g) Chris Sanchez motioned to approve the variance request to Rule <br /> 10.4.11 for the modification of an existing gallery structure. Todd <br /> Hunter seconded the motion. Motion carried. <br /> 4. U.S. Fish and Wildlife, Rocky Mountain Arsenal Wildlife Refuge, Section 12 Well 1; <br /> Receipt 10036495; Request to Approve GWS-68 to Convert Unregistered Monitoring <br /> Well to Production Well <br /> a) Ken Bottle introduced the variance and provided background <br /> information. <br /> b) Driller for the well is currently unknown, but U.S. Fish and Wildlife <br /> believes the contractor was licensed in the state of Colorado <br /> (1) Several possible drillers were suggested, including USGS, but <br /> none were conclusive at the time. <br /> c) Discussion regarding origin of well, use of the well, and construction <br /> details. <br /> d) Chris Sanchez motioned to approve the submitted GWS-68 form and <br /> variances to Rules 10.5.2.1.a and 10.5.3.4. Tim Kunau seconded. <br /> Motion carried. <br /> 5. Taylor Winegar, Lic No. 1576, Permit 89044-F; Repair Variance Request to Perforate <br /> and Grout Leaking Steel Casing for LFH Aquifer Well. <br /> a) Chris Jones presented the variance and introduced background <br /> information. <br /> b) Taylor Winegar provided more information. <br /> (1) Discussed some of the issues encountered when installing filter <br /> pack and grout. <br /> c) Shaylee Andreatta stated that Winegar Well Service got hung up at <br /> around 500 feet and encountered problems in circulating during the <br /> grouting process <br /> ***strikethrough denotes Item was not discussed at this meeting <br />
