Chris Sanchez asked what the next step would be <br /> a) Kevin Donegan stated that the Board should discuss, then Staff would <br /> take all comments to try to draft a redline for the December 3 Board <br /> meeting. <br /> 3. Chris Sanchez expressed support for option 2A, stating that a "one size fits all" <br /> method will not work. <br /> a) Also expressed that he does not see a need for coupling to be included. <br /> b) Expressed support for Type I grout to surface <br /> c) Tim Kunau agreed <br /> 4. Todd Hunter stated that the use of a coupler could reduce an inch annular space to <br /> a quarter inch, which can cause issues for tremie pipes <br /> a) Chris Sanchez stated he understands the concern, but that including <br /> the coupling seems punitive to those who use a tremie carefully. <br /> b) Todd Hunter further stated that, should grout not return to the surface <br /> during Halliburton grouting, couplings would make finishing the grout <br /> job difficult <br /> 5. Tim Kunau expressed concern over the complications with current equipment <br /> should the annulus increase across the board, including coupling <br /> 6. Robert Hillegas expressed he might not 100% agree with any of the options, but <br /> generally likes the idea of increasing the annulus for high-risk completions, but not <br /> all wells <br /> 7. John Hunyadi expressed that, after looking at the possible benefits, the cost <br /> associated with the change, and the reduction of risk, it was difficult for him to <br /> justify a broad annular space, but he liked the idea of focusing the rules on higher <br /> risk wells, similar to option 3. <br /> 8. Chris Sanchez stated he struggled to think of any examples of well failures that <br /> resulted from a small annular space <br /> a) Todd Hunter asked Chris Sanchez how many wells he has engineered <br /> with 1-inch annulus <br /> (1) Chris Sanchez stated that he does not engineer many wells with <br /> less than 1-inch annulus, but that it is for the gravel pack, not <br /> the grout <br /> 9. Tim Kunau stated that he is in support of increasing the size of the borehole when a <br /> tremie pipe is involved. <br /> 10. Todd Hunter expressed that not increasing the requirements causes those who want <br /> to drill a good well above the requirements to lose business to those who want to <br /> meet the bare minimum <br /> 11. Todd Hunter expressed that it is better to hold everyone to one standard than to <br /> try to create multiple methods <br /> a) Clarified that flexibility is important <br /> 12. John Hunyadi emphasized the section of the BOE mission statement which states <br /> that the Board may adopt regulations that are "reasonably" necessary to ensure <br /> proper construction/abandonment of wells. <br /> ***st:rikethrough denotes Item was not discussed at this meeting <br />
