Chris Jones presented background information <br /> 2. Discussion regarding the construction of the well and rules at the <br /> time of construction <br /> 3. John Hunyadi motioned to approve a variance to Rule 14.2.2 to <br /> convert this monitoring and observation well to a production <br /> well. Todd Hunter seconded. Motion carried. <br /> 9. Proposed Well Construction Rule Changes <br /> a. Redline <br /> i. Chris Jones presented the new redline <br /> 1. Major changes include the annular space rule following <br /> alternative number 3 presented at the last Board meeting, a <br /> requirement to grout from the top of the production zone to <br /> surface for all Type I wells, an allowance of the use of any casing <br /> at least as strong as Schedule 40, 4-inch PVC casing, and a <br /> number of other changes for clarity. <br /> 2. Chris Sanchez asked if Staff requires anything from the Board <br /> regarding the rules during this Board meeting <br /> a. Chris Jones stated that Staff is not ready to push these <br /> rules through the official process with the Secretary of <br /> State yet <br /> 3. Todd Hunter asked whether coupling and centralizers are <br /> included in the situations with annular space increases <br /> a. Chris Jones stated that they are not <br /> 4. John Hunyadi asked for clarification regarding the Type II <br /> overlain by Type II rules <br /> a. Chris Jones responded that the proposed rules would <br /> require a grout plug between the Type II aquifers, which <br /> would not extend to surface <br /> 5. Todd Hunter asked how these situations would work in the real <br /> world instead of on paper <br /> a. Discussion regarding the ease of repair/abandonment <br /> with a smaller annulus, whether coupling and centralizers <br /> should be included in the rule, and the existence or lack <br /> thereof of evidence for these inclusions in the rules. <br /> ***striket rough denotes Item was not discussed at this meeting <br />
