Mr. Hunter stated he would focus on <br /> sealing the cistern cap and entry and that <br /> a sewer line sleeve would not necessarily <br /> be required <br /> b. Chris Jones clarified that the variance would be for Rule <br /> 10.2.2 <br /> c. Motion amended to include these specifications <br /> d. Motion carried <br /> iii. Grant Harvey, Permit 123290, Well Abandonment Variance Denial Appeal <br /> 1. Chris Jones presented background information <br /> 2. Grant Harvey spoke <br /> a. Wanted the Board to focus on whether the request is <br /> based on a legitimate, good-faith reason for the variance <br /> and whether the variance will protect the aquifer <br /> b. Discussed the history of the well and timeline of recent <br /> events <br /> c. Discussed abandonment and variance details <br /> d. Chris Jones responded that, if he had seen the images <br /> provided in the board packet earlier, he would have <br /> considered them similar to "drill cuttings" and have been <br /> more flexible with the abandonment <br /> e. Chris Jones responded that, in the case of a collapsed <br /> well, Staff would generally grant variances to only <br /> abandon that portion above the collapse, rather than <br /> approve further efforts to get below the collapse, such as <br /> what this variance request entails <br /> i. Mr. Harvey stated that an attempt was made to <br /> drill approximately 3 feet below the collapsed <br /> section to get to static water level, but that <br /> current variance reflects abandonment only of the <br /> available section <br /> 3. Chris Sanchez confirmed that well is currently filled to <br /> approximately 8 feet bgs but not permanently capped <br /> 4. Chris Jones asked Joel Hellwege to comment on the composition <br /> of the fill, as Mr. Hellwege constructed the replacement well <br /> a. Mr. Hellwege confirmed that the fill is the pulverized <br /> remains of the sand, gravel, etc. (drill cuttings) <br /> i. Mr. Jones stated it could be less permeable than <br /> the formation, but he cannot be sure. <br /> 5.
