Rule 6.4.3 describes the standard for the frequency of verification of an Alternative <br /> Measurement Method. The remainder of Rule 6.4 describes the standards for conducting the <br /> verification of any Measurement Method's accuracy. <br /> All of these standards in Rule 6 are necessary to facilitate the most efficient process for <br /> the Water User when taking steps to comply with the Rules and also lead to the most efficient <br /> application and enforcement of the Rules for the Division Engineer. <br /> Rule 7: Approval <br /> Rule 7 requires that the Water Commissioner or the Division Engineer approve each <br /> Measurement Method and explains the process to obtain approval of a Measuring Device or an <br /> Alternative Measurement Method. A Measuring Device is a Measurement Method that is <br /> typically a permanently installed device, such as a flume, weir, or totalizing flow meter, which is <br /> used to directly determine the Flow Rate; the Total Volume, including the volume of water <br /> stored in a Reservoir; or both. These standard devices are used to measure water that, when <br /> properly installed and maintained, meet the accuracy requirements set forth in the Rules. An <br /> Alternative Measurement Method, on the other hand, is a Measurement Method that does not <br /> meet the definition of a Measuring Device and must be approved by the Division Engineer. To <br /> obtain approval of an Alternative Measurement Method, the Water User must provide the basis <br /> for the use of an Alternative Measurement Method and provide evidence that it will operate <br /> according to the accuracy standards identified in the Rules. Once the Alternative Measurement <br /> Method is installed and used, the Water User must provide evidence to the Division Engineer <br /> that the Measurement Method meets the accuracy requirements. <br /> For a Measurement Method that was installed prior to the effective date of these Rules, a <br /> Water User can obtain approval of the Measurement Method from the Water Commissioner or <br /> Division Engineer, and such approval shall specify whether and how the Measurement Method <br /> complies with these Rules. <br /> Rule 8: Data Recording and Submission <br /> In recognition of the importance of recording and reporting of measurement data, Rule 8 <br /> provides that the recording and submission of data will be a cooperative effort between the <br /> Water User and Water Commissioner. The Division Engineer may order Water Users to report at <br /> reasonable times the readings of Measurement Methods pursuant to section 37-92-502(5)(a), <br /> C.R.S. <br /> Rule 9: Inactive Diversion Structures <br /> Rule 9 describes the process to declare a Diversion Structure as inactive with the Division <br /> Engineer, in order to exclude the Diversion Structure from application of these Rules. Water <br /> Users must notify the Division Engineer before using a Diversion Structure declared as inactive. <br /> Before using such an inactive Diversion Structure, Water Users must receive approval from the <br /> Division Engineer that the Diversion Structure and Measurement Method comply with these <br /> Rules. <br /> 6 <br />
