Rule 5: Headgate Requirements <br /> Rule 5 sets forth requirements for the installation of Headgates. For certain Diversions, <br /> pumps may be considered a Headgate. <br /> Rule 6: Measurement Methods and Recording Requirements <br /> The general purpose of the Rules, as stated in Rule 3.2, "...is to establish consistent and <br /> reliable standards to assist the State Engineer and Division Engineer in the administration, <br /> distribution, and regulation of the waters of the state in Water Division 6." Rule 3.2.1 more <br /> specifically describes the purpose of establishing standards for Measurement Methods and <br /> Diversion Structures. Rule 6.1 accomplishes those purposes by describing minimum standards <br /> for Measurement Methods, whether the Measurement Method is a Measuring Device or an <br /> Alternative Measurement Method, and it establishes a consistent standard for compliance in <br /> Water Division 6. Consistent standards allow Water Users to know the expectations in order to <br /> comply with the Rules. Specifically, Water Users know what components of the Diversion or <br /> Reservoir operation must be measured(Rule 6.1.1); the accuracy standards for Diversion <br /> Structures at different Flow Rates (Rules 6.1.2-6.1.4); the standards for location and operational <br /> maintenance (Rules 6.1.5-6.1.6); and the standards for providing rating tables, stage-storage <br /> tables, or other information necessary to allow for accurate determination of Flow Rates, Total <br /> Volume, or both (Rule 6.1.8). <br /> Rules 6.1.9-6.1.10 provide the standards for Measurement Methods for Off-Stream <br /> Reservoirs and On-Stream Reservoirs. <br /> In the event that a Diversion Structure must be equipped with a Recording Device, Rule <br /> 6.2 provides minimum standards for the installation and operation of that Recording Device. <br /> Rule 6.3 states that the Division Engineer has the discretion to allow a different <br /> Measurement Method on a temporary basis if the previously accepted Measurement Method is <br /> incapable of accurately measuring the necessary components of the Diversion or Reservoir's use. <br /> Rules 6.4.1 and 6.4.2 set forth requirements for verification of Measurement Methods. <br /> Rule 6.4.1 provides that if a Measuring Device is properly installed and maintained and has a <br /> standard or accepted rating table, the Division Engineer will not require additional verification of <br /> the accuracy of the device. The Division Engineer or their staff will have the discretion to <br /> determine whether the Measuring Device is properly installed and maintained such that it <br /> continues to be operational. Note that this standard is not applicable to an Alternative <br /> Measurement Method, which, as described in Rule 7, will require the Water User to submit more <br /> detailed information to the Division Engineer for review and to obtain approval. <br /> Rule 6.4.2 describes the Division Engineer's authority to require verification of a <br /> Measurement Method's accuracy. For most Measuring Devices, if properly installed and <br /> maintained in compliance with Rule 6.1, the Division Engineer likely will not need to exercise <br /> that authority. <br /> 5 <br />
