4.08.2. The survey will determine the condition of the dwelling or structure and document any <br />pre - blasting damage and other physical factors that could reasonably be affected by the <br />blasting. Assessments of structures such as pipes, cables, transmission lines, and wells and <br />other water systems shall be limited to surface conditions and readily available data. Special <br />attention shall be given to the pre - blasting conditions of well and other water systems used for <br />human, animal, or agricultural purposes and to quality of the water. There may be some <br />dwellings or structures within the mine permit boundary that will be destroyed by mining <br />activities. For these dwellings or structures, a pre - blasting survey may not be conducted and <br />written permission to destroy or move these dwellings or structures will be obtained by WFC. <br />The written agreement to destroy /move structures or dwellings may be found on file or most <br />likely in the surface /mineral agreement made between the land owner and WFC. <br />A written report of the survey shall be prepared and signed by the person who conducted the <br />survey. The report may include recommendations of any special conditions or proposed <br />adjustments to the blasting procedure which should be incorporated into the blasting plan to <br />prevent damage. Copies of the report shall be provided to the person requesting the report and <br />the Division. If the person requesting the survey disagrees with the results of the survey, he or <br />she may notify, in writing, both the permitee and the Division of the specific areas of <br />disagreement. A list of all completed pre -blast surveys on file can be reviewed in Appendix <br />2.05.3(6)(a) -1. Copies of the pre -blast survey results will be supplied to the Division within 90 <br />days of completion. <br />3.0 Seismic Monitoring <br />Rule 2.O5.3(6)(a)(iv), Rule 4.08.6 <br />Due to the proximity of dwellings and facilities to the blasting operations at NHN Mine, portable <br />seismic recording instruments will be utilized to monitor ground vibrations due to blasting when <br />1) requested by a resident or owner of a residence or structure, or 2) at the discretion of WFC to <br />determine the potential for blast damage or regulatory non - compliance. The seismic <br />instruments will measure and record peak particle velocity in three mutually perpendicular <br />directions (transverse, vertical & longitudinal), along with measuring and recording Sound <br />Frequency (air - blast) at the site of the seismograph recorder.
