SECTION 2.05.3(6)(A) <br />OVERBURDEN BLASTING <br />1.0 Introduction <br />Rule 4.08.1(1), Rule 4.08.4(9) <br />Prior to removal, the overburden and parting material must be fragmented to a size which can <br />be handled efficiently by excavation equipment. The majority of the fragmentation will be <br />accomplished by the use of explosives. When economical to do so, overburden, parting, and <br />coal will be fragmented by ripping with a ripper- equipped dozer. The objective of this process is <br />to provide fragmented overburden, parting, and coal ahead of excavation and loading <br />equipment so that production is sufficient to satisfy coal supply obligations. <br />Blasting operations will be conducted in a manner that will prevent injury to humans, livestock, <br />or damage to public or private property outside the permit area. Blasting will also be conducted <br />in a manner that will prevent adverse impacts to any underground mine, any change in the <br />course, channel, or availability of ground or surface waters outside the permit area. Blasting will <br />be conducted in accordance with all applicable State and Federal laws. <br />There is no active underground mining within 500 feet. <br />2.0 Pre -blast Surveys <br />Rule 2.05.3(6)(a)(v), Rule 4.08.2 <br />At least 30 days before initiation of blasting, WFC will provide written notification to all residents <br />or owners of dwellings or other structures located within one -half mile of the permit area which <br />explains how to request a pre - blasting survey. WFC shall offer a pre -blast survey to any <br />resident or owner of a dwelling or structure that is located within one -half mile of any part of the <br />permit area scheduled for surface mining activities. For any owner responding to the pre -blast <br />survey offer, WFC will promptly conduct a pre - blasting survey of the dwelling or structure and <br />promptly submit a report of the survey to DRMS and to the person(s) requesting the survey. If <br />a structure is renovated or added to, subsequent to a pre - blasting survey, then upon request to <br />the Division a survey of such additions and renovations shall be performed in accordance with <br />SECTION 2.05.3(6)(a) PAGE - 1 - JULY 2013 <br />IR 02 <br />Awl <br />1'7'1t'11-.20J3 <br />
