e. A description of possible unavoidable hazardous situations when it may be necessary <br />to blast at times other than those described in the schedule. <br />WFC will publish a blasting schedule in the San Miguel Basin Forum which is the newspaper <br />having general circulation in the area in which the mining complex is located. A copy of this <br />schedule will also be provided to the Town of Nucla. The blasting schedule will be published <br />every twelve months and at least ten days, but not more than 20 days before beginning blasting <br />whenever the area covered by the schedule changes or whenever periods for blasting <br />significantly differ from the prior announcement. See Appendix 2.05.3(6)(a) -6 for an example <br />notice. If the change is temporary in nature, local governments and individuals to whom the <br />original schedule was sent shall be notified by telephone or personal contact followed by written <br />notice. A copy of the published blasting schedule will be mailed to the local utility companies <br />and local business, such as San Miguel Power Company, Nucla - Naturita Telephone Company, <br />and the Nucla Sanitation Department. There are twenty habitable residences located within a <br />2640 foot radius of the blast area over the permit life (See Map 2.05.3(6)(a) -1). Each <br />residences will receive a copy of the blast schedule and letters telling them how to receive a <br />pre -blast survey as well as to whether or not they wish to be notified not less than 24 hours <br />before each blast. <br />In the event that blasting is required that is not on the previously assembled schedule, a revised <br />blasting schedule will be prepared according to the method for schedules discussed above. <br />11.0 Blasters <br />Rule 4.08.1(1) <br />All blasting operations will be conducted under the direct supervision of competent, trained, <br />experienced, and certified blasters with proven work records who understand the hazards <br />involved. The blasters will be certified by DRMS in accordance with the blaster certification <br />program of Colorado.
