10.0 Blasting Schedule <br />Rule 4.08.1(2), Rule 4.08.3, Rule 4.08.4(1), Rule 4.08.4(2), Rule 4.08.4(4) <br />All blasting will be conducted between sunrise and sunset at times and at locations defined in <br />the published blasting schedule. Blasting may only be conducted between sunset and sunrise if <br />a blast must be delayed due to the occurrence of an unavoidable hazardous condition and <br />cannot be delayed until the next day because a potential safety hazard could result that cannot <br />be adequately mitigated. Similarly, unscheduled blasts would be conducted only where public or <br />operator health and safety so require and for emergency blasting actions described in the <br />blasting schedule. Unscheduled or night time blasting will include the following: <br />a. In addition to the required warning signals, oral notices will be provided to all persons <br />within a one -half mile of the blasting site (excluding employees of the mine). <br />b. A complete written report of the unscheduled and /or night time blasting will be filed by <br />WFC with the Division within 3 days of said blasting. The report will include a description <br />in details of the reason(s) why the blasting could not be conducted on schedule and /or <br />during the day. The report will also contain the time the blast was actually conducted, the <br />warning notices given, and a copy of the blast report required by Rule 4.08.5. <br />The blasting schedule will identify as accurately as possible the location of the blasting site and <br />the time periods when blasting will occur. The blasting schedule will contain at a minimum: <br />a. Identification of the specific areas in which blasting will take place. The specific <br />blasting areas described will not be larger than 300 acres and will be reasonably <br />compact; <br />b. Dates and times when explosives are to be detonated; <br />c. Methods to be used to control access to the blasting area; <br />d.
