12.0 Blasting Signs, Warnings and Access Control <br />Rule 2.O5.3(6)(a)(iii), Rule 4.08.1(2), Rule 4.08.4(3), Rule 4.08.4(5), Rule 4.02.6 <br />WFC will: <br />1. Conspicuously display signs reading "Blasting Area" along any edge of the blasting area <br />that comes within 50 feet of any road within the permit area or within 100 feet of any <br />public road right of way. <br />2. Conspicuously flag, or post within the blasting area, the immediate vicinity of charged <br />holes. <br />3. Place at all entrances to the permit area from public roads or highways conspicuous <br />signs which state "Warning! Explosives in Use" which clearly explain the blast warning <br />and all clear signals that are in use and which explain the marking of blast areas and <br />charged holes within the permit area. <br />Audible warning and all clear signals shall be given prior to and following a blast, respectively. <br />The warning signal consists of three short signals from a horn audible for one -half mile from the <br />point of the blast. The all clear signal consists of one long steady signal from a horn audible for <br />one -half mile from the point of the blast. Each person who regularly works or resides in the <br />permit area or within one -half mile of the permit boundary shall be notified periodically of the <br />meaning of the blasting warning signals by written instructions or other appropriate means of <br />communication. Warning and all clear signals are explained on the blast area warning signs, <br />the signs located at the entrance to the mining complex and on bulletin boards in certain <br />buildings which the general public may frequent. The signals are also explained in the <br />published blasting schedule and distributed as explained above. <br />Access to the blasting site shall be controlled by insuring that the blasting area is clear of all <br />livestock or unauthorized persons and guarding, blocking, or barricading roads leading into the <br />blasting area. The vicinity of charged holes will be barricaded, posted, or flagged against <br />unauthorized entry. The all clear signal shall be given only after the area has been checked to <br />insure that no unusual hazards such as slides or undetonated charges exist and access to <br />or travel through the area can safely resume. <br />SECTION 2.05.3(6)(a) PAGE - 12 - JULY 2013 <br />iR -o:7 <br />4,rove <br />M - ✓u/ •a/3 <br />
