Colowyo C1981 -019: 2011 Annual Reclamation Report ReviewAugust 16, 2013
WPO11: "Chemical control of Bull thistle and annual bromes should be considered to maintain control
of the unit." "Annual Bromes are present with 14.0% cover." The Division is concerned that ten years
into the liability period this parcel is still exhibiting a considerable percentage of annual grass species.
WP012 /13 "Chemical control of annual bromes and noxious species is recommended to maintain control
of the plant community and insure continued expansion and establishment of perennial species. "Annual
bromes are present with 16.5% cover."
CCC also sampled the Sagebrush Reference area and the Mountain Shrub Reference Area. CCC did not
identify noxious weed infestation or any other concerns on either reference area.
Please note Cheatgrass ( Bromus tectorum) is included on the State Noxious weed list (C list) and is considered
a noxious weed. As such, Cheatgrass cover should not be included into the vegetative cover data for
reclamation success determination.
6. Colowyo provided copies of seed tags from the 2011 reclamation seeding, Figure 4 -2; page 4 -4 to 4 -7.
However, these copies of tags are illegible. Even when scanned to laserfiche and enlarged, or viewed
with a magnifier, the information on the tags is blurred and illegible. Please submit copies of legible
seed tags. The Division is unable to confirm that the correct seed mix was used in the approved rates
with illegible seed tags. Please submit legible seed tags.
Section 5 -2011 Annual Report (Map) -No map in packet to review. Plotted 2011 Annual Reclamation Report
Exhibit 5A from Laserfiche Doc Date 3/9/2012. Colowyo does not provide the Annual report requirements in a
table in this section but all on the Exhibit 5A:
Name and Address of Permittee: Colowyo Coal Company
5731 State Highway 13
Meeker, CO 81641
7. Location and number of acres disturbed during 2011: These areas are outlined on the map but no value
for the total number of acres disturbed in 2011 is tallied on the map. CCC needs to provide this
information.
Location and number of acres backfilled and graded during 2011: Two areas are outlined in light blue
representing areas regraded in 2011. Both areas are located in the West Pit area and total 64.4 acres (parcels
WP016 and WP017)
Location and number of acres topsoiled in 2011: It appears from Exhibit 5A that:
98.1 acres (WP016)
34.8 acres (EP056)
46.1 acres (ST001)
179.0 acres were topsoiled in 2011
3
