June 19,2013 C-1980-007/West Elk Mine JRS <br /> the inspection. The reclaimed pad was well blended with the surrounding undisturbed area. There was no <br /> cracking, sliding, settling or slumping noted on the pad at the time of the inspection. The site had positive <br /> drainage and there were no erosional problems noted on the reclaimed pad and no sediment was observed behind <br /> in the adjacent undisturbed areas. There was a lot of good first-year vegetative growth on the pad,with perennial <br /> grasses and forbs present. Although not a Phase I Bond Release criterion, all of the stripped topsoil has been <br /> replaced on the drill pad. No topsoil depth measurements were taken as all stripped topsoil on a drill pad is <br /> stockpiled on site and replaced on that site following backfilling and regrading. Overall,the reclamation on this <br /> drill pad was excellent and completed in accordance with the approved reclamation plan. <br /> -The drill pad for MDW E1-26.5(shown as drill pad E1-27 on the maps)was well graded and stable at the time <br /> of the inspection. The reclaimed pad was well blended with the surrounding undisturbed area. There was no <br /> cracking, sliding, settling or slumping noted on the pad at the time of the inspection. The site had positive <br /> drainage and there were no erosional problems noted on the reclaimed pad and no sediment was observed behind <br /> in the adjacent undisturbed areas. The slash from the original construction has been placed on the reclaimed pad <br /> to help control erosion. This drill pad was constructed on the Upper Sylvester Road,which is the USFS road that <br /> is used to access all of these drill pads. This is an existing road that will remain following final bond release, so <br /> reclamation was not required. The road is approximately 25-feet wide and was stable at the time of the inspection. <br /> There was a lot of good first-year vegetative growth on the pad,with perennial grasses and forbs present. <br /> Although not a Phase I Bond Release criterion, all of the stripped topsoil has been replaced on the drill pad. No <br /> topsoil depth measurements were taken as all stripped topsoil on a drill pad is stockpiled on site and replaced on <br /> that site following backfilling and regrading. There was some Canadian thistle on the pad which will need to be <br /> sprayed. The two portions of the pad(on either side of the remaining road)were fenced with electric fence to keep <br /> cattle and wildlife off of the reclamation until it is further stabilized. Overall,the reclamation on this drill pad was <br /> excellent and completed in accordance with the approved reclamation plan. <br /> -The drill pad for MDW E1-30 was well graded and stable at the time of the inspection. The reclaimed pad was <br /> graded to blend with the surrounding undisturbed areas. There was no slumping, settling or cracking observed on <br /> the pad. The site had positive drainage and there were no erosional problems noted on the reclaimed pad. There <br /> was a small drainage channel constructed through roughly the center of the reclaimed pad. Straw waddles were <br /> placed in this channel to control the runoff and retain any sediment from the reclaimed pad. There was a small <br /> amount of sediment observed behind the straw waddles but none observed in the undisturbed areas. This is,of <br /> course,the purpose of these straw waddles, so they are working as designed. The slash from the original <br /> construction has been placed on the reclaimed pad to help control erosion. There was no erosion noted on the pad and <br /> no sediment was observed in the undisturbed areas below the pad.
