June 19,2013 C-1980-007/West Elk Mine JRS <br /> perform any maintenance/repair work, as necessary. The pad was well graded to allow for positive drainage off of <br /> the site and there were no erosional problems noted on the pad at the time of the inspection. There was a small <br /> drainage channel constructed on the side of the pad. This drainage was stable and functioning as designed. The <br /> water from this small drainage channel flows through several straw waddles then out to the undisturbed area. <br /> There was no sediment behind any of these straw waddles or in the undisturbed areas. There was a lot of slash <br /> placed on the pad to help limit access and control erosion. There was an active spring at the upper edge of the <br /> reclaimed pad(off of the pad in the undisturbed area)with several bear and elk tracks. This active spring may be <br /> part of the reason there are the cracks in the reclaimed area. The MDWs were plugged and sealed and MDW 6- <br /> 21-25.5 was marked but there were no borehole maker in place for MDW 6-21-28. A borehole marker for MDW <br /> 6-21-28 will need to be placed at the site of the MDW prior to the Division approving the SL-05 bond release. <br /> There was a lot of good first-year vegetative growth on the pad,with perennial grasses and forbs present. <br /> Although not a Phase I Bond Release criterion,all of the stripped topsoil has been replaced on the drill pad. No <br /> topsoil depth measurements were taken as all stripped topsoil on a drill pad is stockpiled on site and replaced on <br /> that site following backfilling and regrading. Overall,the reclamation on the fourth and final drill pad in Box <br /> Canyon was excellent and completed in accordance with the approved reclamation plan. <br /> -The drill pad for MDWs E4-80.5/81.5/83 was constructed but the MDWs were never drilled. The pad was well <br /> graded and stable and was graded well to blend with the surrounding undisturbed areas. There was no cracking, <br /> slumping or settling noted on the pad. The pad was graded to allow for positive drainage off of the site and there <br /> were no erosional problems noted on the pad at the time of the inspection. The outslopes of the pad were very <br /> steep but remained stable. There was no erosion noted on the pad or outslopes at the time of the inspection. There <br /> was a lot of slash placed on the pad to help limit access and control erosion. There was no sediment noted off site <br /> in any of the undisturbed areas. There was a lot of good first-year vegetative growth on the pad,with perennial <br /> grasses and forbs present. Although not a Phase I Bond Release criterion, all of the stripped topsoil has been <br /> replaced on the drill pad. No topsoil depth measurements were taken as all stripped topsoil on a drill pad is <br /> stockpiled on site and replaced on that site following backfilling and regrading. Overall,the reclamation on this <br /> drill pad was excellent and completed in accordance with the approved reclamation plan. <br /> - The pad for MDW E1-15 is extremely steep. The pad was well graded and remained stable at the time of the <br /> inspection. The reclaimed pad was well blended with the surrounding undisturbed area. There was no cracking, <br /> sliding, settling or slumping noted on the pad at the time of the inspection. Due to the extreme steepness of the <br /> reclaimed pad,it was regraded with three small terraces,with each bench being approximately five feet in width. <br /> Each terrace bench had straw waddles to help control runoff. Additionally,the entire site was covered with <br /> coconut fiber matting to help stabilize the ground and control erosion. The site had positive drainage and, as <br /> stated above, sheet flow was controlled by the slight terracing and the use of straw waddles. There were no <br /> erosional problems noted on the reclaimed pad and no sediment was observed either behind the straw waddles or <br /> in the adjacent undisturbed areas. There was a lot of good first-year vegetative growth on the pad,with perennial <br /> grasses and forbs present. There was also a lot of serviceberry and snowberry observed on the pad. Although not <br /> a Phase I Bond Release criterion, all of the stripped topsoil has been replaced on the drill pad. No topsoil depth <br /> measurements were taken as all stripped topsoil on a drill pad is stockpiled on site and replaced on that site <br /> following backfilling and regrading. The entire site was fenced with electric fencing to keep cattle and wildlife off <br /> of the pad until it is further stabilized. Overall,the reclamation on this drill pad was excellent and completed in <br /> accordance with the approved reclamation plan. <br /> -The drill pad for MDW E1-19 is below pad E1-15. The pad was well graded and remained stable at the time of <br /> Number of Partial Inspection this Fiscal Year: 9 <br /> Number of Complete Inspections this Fiscal Year: 4 <br /> Page 4 of 53 <br />
