June 19,2013 C-1980-007/West Elk Mine JRS
been placed on the reclaimed pad to help control erosion. There was a lot of good first-year vegetative growth on
the pad, with perennial grasses and forbs present. Although not a Phase I Bond Release criterion, all of the
stripped topsoil has been replaced on the drill pad. No topsoil depth measurements were taken as all stripped
topsoil on a drill pad is stockpiled on site and replaced on that site following backfilling and regrading. The site
was fenced with electric fence to keep cattle and wildlife off of the reclamation until it is further stabilized.
Overall, the reclamation on this drill pad was excellent and completed in accordance with the approved
reclamation plan.
-The drill pad for MDW E1-34 was reclaimed and well graded. The site was blended well with the adjacent
undisturbed areas. There was no settling, cracking or slumping observed on the pile at the time of the inspection.
The site was graded to allow for positive drainage and no low spots were observed. There were no erosional
problems noted on the pad and no sediment was observed in the undisturbed areas. This site was reclaimed in
2011, so it is in its second year of growth(versus the majority of the other pads, except E1-38,which were
reclaimed in 2012). The vegetative cover was excellent at this point, with good perennial grass and forb cover.
There was some hound's tongue and bind weed observed on the site, which will need to be sprayed. Although not
a Phase I Bond Release criterion, all of the stripped topsoil has been replaced on the drill pad. No topsoil depth
measurements were taken as all stripped topsoil on a drill pad is stockpiled on site and replaced on that site
following backfilling and regrading. The site was not fenced like most of the other El pad sites. Overall, the
reclamation on this drill pad was excellent and completed in accordance with the approved reclamation plan.
-The drill pad for MDW E1-38 was reclaimed and well graded.
