June 19,2013 C-1980-007/West Elk Mine JRS <br /> areas. The reclaimed road segment had positive drainage and no low spots were observed. Slash was placed <br /> across the road to limit access and to help break up the potential sheet flow and control erosion. There was no <br /> sediment observed off the site. There was good first-year perennial vegetation growth,including grasses and <br /> forbs. There were no weeds observed on this road spur. Topsoil was replaced on this road spur but no topsoil <br /> depth measurements were taken. Overall,the backfilling and grading,drainage control and complete reclamation <br /> of this road spur was excellent and completed in accordance with the approved reclamation plan. <br /> -There was a short road spur to MDW E1-19. The road spur was well graded and stable and no erosional <br /> problems were noted at the time of the inspection. This road segment was graded to blend with the surrounding <br /> undisturbed areas. The reclaimed road segment had positive drainage and no low spots were observed. Overall,the backfilling and grading, <br /> drainage control and complete reclamation of this road spur was excellent and completed in accordance with the <br /> approved reclamation plan. <br /> -The main mine entrance/haul road is a paved road. The road remains stable and well maintained. <br /> - The roads in the coal stockpile area were all well maintained and stable at the time of the inspection. There was <br /> no rutting on any of the roads and no erosional problems were observed. <br /> -The road to and around the mine portals was stable and well maintained. There was no rutting on the road and <br /> no erosional problems were observed at the time of the inspection. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> -There was some cheatgrass (bromus tectorum) and white top in the bottom of the drainage for the RPEE(where <br /> the sediment ditch turns west and enters the half culvert). There was also some Canadian and musk thistle in the <br /> area. All of these weeds will need to be sprayed and the area will need to be continually monitored for further <br /> weed infestations. <br /> -Overall,the reclamation that was performed on the MDW pads and road spurs for the Partial Phase I Bond <br /> Release SL-05 was excellent. As noted in the text above,the operator needs to install borehole identification <br /> Number of Partial Inspection this Fiscal Year: 9 <br /> Number of Complete Inspections this Fiscal Year: 4 <br /> Page 11 of 53 <br />
