Once this has been completed the Division <br /> believes that all Phase I Bond Release criteria have been met for these areas and will write its Findings document <br /> and propose a decision to approve the SL-05 application in its entirety. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> -The HR-1 slide area remains stable at the time of the inspection. All of the material that was pulled down the <br /> reclaimed slope following the spring runoff has been returned and regraded. There is some decent first-year <br /> vegetation growing on the slide area. This will further help in stabilizing the slide area. There was a small trickle <br /> of water from the crushed rock drain into the half-culvert(sediment ditch from the RPEE). Overall,this area <br /> appears to be stable but continued monitoring is necessary. <br /> -The small slide that occurred on the outslope of the material storage bench east of the portals is still there but <br /> does not appear to be moving at this time. The operator has regarded the west portion of the material storage <br /> bench. It was believed that this area has been settling over the years and the runoff from that side of the bench <br /> contributed to the instability and slide. <br /> - The ST-02 slide area remained stable at the time of the inspection. There is good first-year growth on the slide <br /> area,which will help its long-term stability. The coconut fiber matting is still in place on the vast majority of the <br /> slide remediation area. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> -The Sylvester Gulch facilities area was stable at the time of the inspection. All of the benches were well <br /> maintained and no problems were noted. The pad for the new nitrogen building expansion was poured at the time <br /> of the inspection. <br /> -The loadout structure and surrounding area was stable and well maintained at the time of the inspection. There <br /> was no spilled coal or other problems noted at the loadout and surrounding area. <br /> TOPSOIL—Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> -The topsoil and subsoil piles along the Sylvester Gulch haul road were all well vegetated and stable at the time of <br /> the inspection. There were no erosional problems noted on any of the piles. The lower subsoil pile is active,with <br /> portions of the soil exposed. These active areas will need to be seeded once soil placement/removal has been <br /> completed. <br /> -The North Soil Storage Area contains two topsoil stockpiles. Both of these topsoil stockpiles were well <br /> vegetated and stable and no erosional problems were noted on either pile. The topsoil identification signs were in <br /> place as required.
