Lewicki & Associates 22 -Jul -2013
C- 2010 -089 / TR -04 / PAR -1 Page 2 of 2
b. Additionally, the Division has noted a number of other updates / corrections that
should be made to the TOC. These are noted on the attached copy, for your
reference.
2. New Appendix 2.05.3(4) -7 has been provided with this application. The Division notes
that throughout this Appendix, nomenclature used to identify the ditches is inconsistent
with that used in the Arcadis design report of Appendix 2.05.3(4) -1. In the Arcadis
design, and throughout the approved permit text and maps, the ditches are named "NHN-
001 West" and "NHN -001 East ". The new text and maps refer instead to "Pond 001
Ditches" or "Pond NHN -001 Ditches ". Please modify the various texts and maps
submitted with this application to be consistent with the nomenclature already established
for these features.
3. The new Appendix provides an analysis of the ditches that were constructed. However,
the narrative does not refer back to the original approved design, and fails to describe
why significant modifications to the ditch geometry (triangular versus trapezoidal) were
instituted during construction.
4. The as -built designs refer to segments of ditch having been lined with 3" and 6" riprap.
During numerous site inspections, Division personnel have not observed that riprap of
any size has been used to armor the NHN -001 East and West collection ditches. Please
revise the application to accurately portray and evaluate the armoring system used for
certain segments of these ditches.
5. Map 2.05.3(4) -8 illustrates typical cross sections of the ditches, but neither this map nor
the narrative provides the required depth and width for the ditches and half - culvert.
Please incorporate width and depth information, by ditch segment, into the permit.
This concludes the Division's adequacy review for TR -04. Please respond to the items listed at
your earliest convenience.
Sincerely,
Marcia L. Talvitie, P.E.
Environmental Protection Specialist
Enclosure (1)
cc: Doug White, Western Fuels Association (Email)
Ross Gubka, Western Fuels- Colorado (Email)
Greg Lewicki, Lewicki and Associates (Email)
Sandy Brown, DRMS
