Dear Matthew,
The purpose of this letter is to approve the lining of the Hill - Oakley Reservoir. This reservoir is located
primarily in the NE% of the NW'/ of Section 30, -Township 2 North, Range 66 West and is Phase III of
the Everist Fort Lupton Pit (DRMS M- 1999 -120). The slurry wall liner was approved on August 2,
2011 as meeting the performance standard referenced in the August 1999 State Engineer Guidelines
for Lining Criteria for Gravel Pits (1999 SEO Guidelines). After completion of a slope liner in
September 2011 a second 90 -day leak test, which test the effectiveness of the slurry wall and slope
liner in combination, was performed. This combined liner leak test commenced September 2, 2011
and concluded on December 5, 2011.
Your report dated December 12, 2011 provides the liner summary and 90-day leak test result. The
test data provided indicates that the pit has been lined to the design standard referenced in the
1999 SEO Guidelines. Meeting the design standard requires that all water Inflows and outflows
for the liner perimeter enclosed area must be accounted for on a monthly basis.
With this liner approval, the Hill - Oakley Reservoir may be used to store water In accordance with the
1999 SEO Guidelines. Prior to ANY use of this site, the owner or operator will need to coordinate with
the District 2 Water Commissioner, to review operations and accounting.
