This difference may be a result of the accuracy of the GPS unit in collecting <br /> elevation. This graded area blends in well with the surrounding topography. The cross section created from the <br /> elevation points collected in the field is very similar in slope and grade to the corresponding cross section created <br /> from the approved post mine topography. Overall, it appears the Operator has graded this area in accordance with <br /> the approved post mine topography. <br /> The topsoil stockpile "XX"area was walked,this area has dense perennial grass cover established and blends into <br /> the surrounding area. The Division collected elevations points along a transect within this area during the May 14, <br /> 2013 inspection. Please see that inspection report for details. <br /> The 9.4 acre pit ramp slide area was observed during this inspection. The required trench drains have been <br /> constructed and they appear to be stable. There is a slight toe bulge that appears to have been graded. The head <br /> scarp is lightly graded. Vegetation has established throughout this area. The Division collected elevation points <br /> along a transect within this area during the May 14, 2013 inspection. Please see that inspection report for details. <br /> HYDROLOGIC BALANCE -Rule 4.05; Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, <br /> 4.05.6, Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage —Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The following impoundments are under consideration for Phase I Bond Release; Ponds 005, 006, 009, 015, 016, <br /> 017, and stock tanks; T-2, T 31, T-5, T-18, T-20, T-22, T-24, T-26 and T-27. <br /> Stock Tank T-24 embankment was stable and vegetated with perennial grass species. The impoundment was dry <br /> and the spillway appeared clear and functional. A certified as-built is included in Exhibit 13-27 of the permit. <br /> SCC has not submitted the permanent impoundment demonstration in accordance with Rule 4.05.9(13) for this <br /> impoundment,nor documentation that the landowner wishes this impoundment to left as a permanent feature. <br /> Also, SCC has not provided the required documentation that the Office of the State Engineer(SEO)has approved <br /> the retention of this impoundment in accordance with Attachment 20-2,Appendix 20-2.2 of the permit. This <br /> documentation must be submitted prior to approval of any bond release for the impoundment. <br /> Pond 005 was holding water and discharging. The embankment was stable and vegetated. Cynoglossum <br /> offacinale,Houndstongue was observed on the embankment. The primary and emergency spillway was clear and <br /> functional. The configuration of this pond was checked during the May 14, 2013 inspection. SCC has not <br /> submitted the permanent impoundment demonstration in accordance with Rule 4.05.9(13) for this impoundment, <br /> nor documentation that the landowner wishes this impoundment to left as a permanent feature. SCC has not <br /> provided the required documentation that the SEO has approved the retention of this impoundment in accordance <br /> with Attachment 20-2,Appendix 20-2.2 of the permit.
