June 4,2013 C-1982-057/Seneca 11-W Mine JLE <br /> any bond release for the impoundment. <br /> Stock tank T-20 was holding water and discharging. The stock tank appeared stable and functional. A certified <br /> as-built is included in Exhibit 13-27 of the permit. SCC has not submitted the permanent impoundment <br /> demonstration in accordance with Rule 4.05.9(13) for this impoundment,nor documentation that the landowner <br /> wishes this impoundment to left as a permanent feature. SCC has not provided the required documentation that <br /> the SEO has approved the retention of this impoundment in accordance with Attachment 20-2. This <br /> documentation must be submitted prior to approval of any bond release for the impoundment. <br /> Stock tank T-18 was holding water and the embankment was stable and vegetated. A certified as-built is included <br /> in Exhibit 13-27 of the permit. SCC has not submitted the permanent impoundment demonstration in accordance <br /> with Rule 4.05.9(13)for this impoundment,nor documentation that the landowner wishes this impoundment to left <br /> as a permanent feature. SCC has not provided the required documentation that the SEO has approved the retention <br /> of this impoundment in accordance with Attachment 20-2. This documentation must be submitted prior to <br /> approval of any bond release for the impoundment. <br /> Drainage PM-41)is under consideration for Phase I bond release. This steep channel has been lined with turf re- <br /> inforced matting (TRM). A large rill was observed in the center of this channel;however it is not very long. Mr. <br /> Karo indicated that SCC will repair the rill in the near future. Some vegetation has begun to establish in the <br /> channel and on the TRM. Overall,this channel appears to be constructed as it is designed. The slope of the <br /> channel was measured to be 50%which matches the slope that is depicted on the approved Post Mine Topographic <br /> Map Exhibit 20-2. <br /> Drainage PM-21)is under consideration for Phase I bond release. This drainage is lined with rip-rap and appears <br /> stable. <br /> An un-named drainage in the shrub enclosure adjacent to the PM-21)drainage has eroded with deep side cuts. <br /> This drainage will need to be repaired. <br /> Stock Tank T-26 is holding water but is not discharging. This impoundment appears stable and functional. SCC <br /> has not provided the required documentation that the SEO has approved the retention of this impoundment in <br /> accordance with Attachment 20-2 of the permit. This documentation must be submitted prior to approval of any <br /> bond release for the impoundment. <br /> Stock Tank T-27 is holding water but is not discharging. Overall this impoundment appears stable and functional. <br /> It appears all of the required documentation has been submitted in order for this impoundment to remain as a <br /> permanent feature. <br /> For Pond 017,the Division checked the configuration of the pond to determine if it was constructed in accordance <br /> with the As-Built and designs approved in the permit. The top width of the embankment was 17 feet. The <br /> emergency spillway bottom width was found to be about 17 to 20 feet and at times greater. The emergency <br /> spillway was rip-rapped. The principle spillway culvert was 36 inches in diameter.
