June 4,2013 C-1982-057/Seneca 11-W Mine JLE
elevation measured in the field and the approved post mine elevations at each elevation collection point along the
transects. Attachment A of this report contains a table with the Division's results and a cross section of each
transect. Also, a map is enclosed with this report which identifies the location of each of the transects. Each of
these areas was viewed to ascertain if they blended into the surrounding topography. Below is a discussion of the
findings of each of these areas.
The bond release area surrounding the maintenance shop consists of a hill slopes surrounding the shop, portions of
Road A and the topsoil stockpile "I"area. The Division walked two elevation transects in this area. Transect 1
ran northwest on the hill below the shop area. Transect 2 ran southeast in the topsoil stockpile "I"area.
For Transect 1,the elevation measured in the field was found to be about 6.19 feet lower on average than the
approved post mine topography. This difference may be a result of the accuracy of the GPS unit in collecting
elevation. This graded area blends in well with the surrounding topography. The cross section created from the
elevation points collected in the field is very similar in slope and grade to the corresponding cross section created
from the approved post mine topography. One point along the transect; T1-A was measured to be 21.036 feet
lower than the elevation at this point derived from the post mine topography map. This is a significant difference
in elevation than was found at the other points along the transect. This is likely due an error with the elevation
measured with the GPS unit. The other points along the cross-section are very similar in elevation. Overall,it
appears the operator has graded this area in accordance with the approved post mine topography.
For Transect 2,the elevation measured in the field was found to be about 17.815 feet lower on average than the
approved post mine topography. This difference may be a result of the accuracy of the GPS unit in collecting
elevation. This graded area blends in well with the surrounding topography. The cross section created from the
elevation points collected in the field is very similar in slope and grade to the corresponding cross section created
from the approved post mine topography. One point along this transect; T2-G was measured to be 30.389 feet
lower than the elevation at this point derived from the post mine topography map. This is likely due to error in the
GPS elevation collected at this point. The cross-section created for this transect depicts a quick fall and rise at this
point. However, the Division did not observe this in the field, the land steadily rose in elevation along this transect
and only slightly dropping in elevation at the end of the transect. Overall, it appears the operator has graded this
area in accordance with the approved post mine topography.
Overall, the area surrounding the shop appears to be configured and graded in accordance with the approved post
mine topography and the affected area blends in well with the surrounding land. A discussion of the Division's
observations for Road A are discussed in the Road section of this report.
The bond release area surrounding Pond 016 encompasses some disturbance as a result of some land slide and
slump activity that occurred in this area in 2011. SCC has conducted repair activities in this area. Also included
in this bond release parcel was the topsoil stockpile "XX"area and portions of Road J and K. The slide area north
east of the Pond 016 has been graded and the slope is steep. SCC has placed rock mulch on the slide scarp area to
minimize surface erosion. Overall, this area appears stable. The former Pond 016A has been removed and the
PM-2 drainage has been relocated through this area. The bond release area blends in wells with the surrounding
land. The Division walked one transect(Transect 4)to verify if the if the graded area is similar to the approved
Number of Partial Inspection this Fiscal Year: 12
Number of Complete Inspections this Fiscal Year: 4
Page 3 of 12
