Randy McClure/M- 1977- 215/TR -22 <br />June 7, 2013 <br />Page 2 <br />Vent Raise in Area E: Reopen former vent raise, with collar and safeguarding, and re- establish access <br />road. <br />History: This pre- existing vent raise was closed and the surface was reclaimed by the previous operator. <br />In 2011, Rio Grande Silver was approved under TR -18 to reopen the vent raise, and the bond was <br />adjusted to include the closure and reclamation of the raise. This TR -22 is not necessary to allow the <br />reopening of the vent raise, but approves a larger area of activity. <br />Description: Besides the reopening of the raise, this TR -22 approves the other surface disturbance <br />associated with this feature, including installing the concrete collar and steel casing, fencing, access road <br />and work area. <br />Mining Plan: To reopen the shaft, the pre- existing access road and work area will be re- established, and <br />soil materials will be removed and salvaged for later use in reclamation. A steel structure will be installed <br />for safety and security of the shaft, and the site will be fenced. There is a small increase of disturbed area, <br />mainly for the access road. <br />Reclamation: The fence and steel structure will be removed and disposed of, and the shaft will be closed <br />by placing steel plate and/or concrete panel over the collar. The enlarged site will be capped with soil <br />materials, recontoured, and seeded with the approved seed mix. Increase in reclamation costs. <br />Concrete Transformer Slab at 9400 Portal: New slab for additional electrical equipment at portal. <br />History: The 9400 portal is currently utilized for developing the decline into the mine workings, and <br />adequate power supply is required. <br />Description: This TR -22 approves the construction of a reinforced concrete slab installed on the pad in <br />close proximity to the 9400 portal. <br />Mining Plan: The slab will be installed at grade to accommodate an additional electrical transformer. <br />There is no increase in affected area. <br />Reclamation Plan: Upon fmal closure of the 9400 portal, all surface equipment will be removed, <br />including this electrical transformer, and this area immediately outside the 9400 portal will be backfilled <br />and recontoured to blend with the topography of the hillside. As such, the slab may remain in place <br />(either broken or intact) then covered with overburden, recontoured, and capped with topsoil, and seeded. <br />No increase in reclamation costs. <br />Water Line Connection: New connection for water supply and electric line between city water tank and <br />administration building at 9360 facility area. <br />History: A buried water line currently exists between the city -owned water tank, but requires upgrades to <br />supply current and future water usage by Rio Grande Silver. <br />Description: This TR -22 approves the installation of a concrete vault and associated pumping equipment <br />at the water tank, and an electric supply line between the tank and the administration building. <br />Mining Plan: A pre -cast concrete vault will be installed at grade, with water pumping equipment and <br />water line connections. The water supply will continue to use the existing buried water line, but the new <br />buried electric supply line (for the pump) will be placed along the same pre - disturbed location. Small <br />increase in affected area. <br />Reclamation Plan: The earthwork associated with installing the buried vault and electric line will be <br />performed immediately, followed by revegetation. The features will remain as permanent, and no <br />reclamation earthwork is required. Revegetation of the disturbed line location is required. Small increase <br />in the reclamation costs. <br />
