Piifeda <br />Director <br />Re: Bulldog Mine, Permit M- 1977 -215, Technical Revision TR -22, Approved, <br />and Reclamation Cost Recalculation <br />Dear Mr. MClure, <br />This office has reviewed the materials submitted by you and Tom Day of Rio Grande Silver, concerning <br />Technical Revision TR -22, named above, and finds them to be adequate for approval. On June 5, 2013, <br />the Division approved the technical revision. There are several separate items in the Bulldog Mine permit <br />being revised under this single revision, and in the interest of clarity, I have listed each item below with a <br />short description of its respective changes and my comments. <br />9700 Portal: Reopen and replace existing culvert entry with steel sets and locked door. <br />History: The portal had been backfilled and the surface was recontoured before 2000 by the prior <br />operator. In 2008, Rio Grande Silver was approved under TR -14 to re -open the portal by removing <br />backfill and installing a steel culvert entryway with locking door. <br />Description: This TR -22 approves the removal of the existing secure entry and installing a new secure <br />portal entry, consisting of steel sets and locking steel door. It is on pre- existing disturbed ground, with no <br />topsoil or vegetation. The existing steel culvert will be removed from the surface and disposed. <br />Mining Plan: Installation will include placement of fill above and around the steel entry to blend with and <br />stabilize the slope. No increase of affected area. <br />Reclamation Plan: Reclamation will consist of removing the door and several of the outermost sets, <br />backfilling the adit with rock and debris for a sufficient distance inby to prevent entry, and recontouring <br />the surface with onsite rock. No revegetation is required. Increase in reclamation costs. <br />Road and Roadcut below 9700 Portal: Disturb minor area near the existing monitoring well for widening <br />the road to allow passage of equipment up to 9700 portal. <br />History: The monitoring well (MW -3) and the road to the portal currently exist in the permit. <br />Description: This TR -22 approves the widening of the road up to the 9700 portal at the vicinity of the <br />monitoring well so that equipment may avoid damaging the well when accessing the portal. <br />Mining Plan: The roadway at the well location will be widened by excavating material from the cutbank <br />side, and recontouring the resulting disturbed slope to stabilize it. Excavated materials, including the <br />segregated topsoil, will be salvaged and windrowed along the roadway to be reused upon final <br />reclamation. Sediment control will be implemented. Small increase of affected area. <br />Reclamation Plan: Reclamation of the affected roadcut will include replacing salvaged materials to <br />recontour and stabilize the cutslope.
