Randy McClure/M- 1977- 215/TR -22
June 7, 2013
Page 3
Waste Rock Storage Facility at 9400 Portal: Add 3.2 acres for placing and contouring additional waste
rock from 9400 decline.
History: The 9400 decline and disposal of associated waste rock were approved under TR -18 in 2011.
Additional land is required to accommodate future volume of waste rock from the decline. The 3.2 acres
of land was already disturbed by the previous operator, and was reclaimed.
Description: This TR -22 approves adding 3.2 acres for permanent placement of waste rock, in a pre -
disturbed location adjacent to the existing waste rock disposal area. A new 9400 portal access road will
be constructed along a different alignment on the dump face.
Mining Plan: The footprint of the additional affected area will be stripped of topsoil for later use in
reclamation. Waste rock will be contained in the defined area. Sediment controls will be used. The 3.2-
acre footprint of this addition was pre- disturbed, so there is no increase in affected area.
Reclamation Plan: The outslope of the waste rock disposal area will be graded to a maximum gradient of
2:1, final sediment controls will be established, topsoil will be replaced and the affected area seeded. Due
to the required slope reduction, topsoil replacement and seeding, there is an increase in reclamation costs.
Summary: All portions of the technical revision are approved. Throughout all phases of these changes,
the operator will document the progress of each installation, and provide as -built drawings and
photographs; engineering certifications will be provided as necessary.
The approved mining and reclamation plans require that the operator must also salvage available topsoil
and growth medium, protect it in stockpiles until it is used for reclamation, and control noxious weeds.
Financial Warranty: The operator has posted a total of $128,959 in financial warranty for this permit. The
additional financial warranty required for reclaiming the additional disturbance is $30,292. The updated
reclamation costs are shown in the enclosed packet. Please contact this office if you see any errors or
omissions in these reclamation cost figures.
The additional financial warranty should be submitted directly to the Division's surety specialist, Barbara
Coria, in the Denver office. The revision will not become final until the bond is approved by the
Division. Please note that the additional bond must be submitted within 60 days of this letter.
If you have any questions, I may be reached at the Division's Durango Field Office: 691 CR 233, Room
A -2, Durango, CO 81301; telephone 970 - 247 -5193.
Sincerely, /
Bob Oswald
Environmental Protection Specialist
Encl: TR -22 bond recalculation
Ec(w /o encl): Russ Means, DRMS Grand Junction
Barbara Coria, DRMS Denver
(c: \13 -06 docs\Bulldog TR -22 appr &fw /rco)
