The downhill edge of the area to be <br />mined will consist of an external berm (doubling as a topsoil and overburden stockpile) with an <br />interior swale, and the two sediment basins. All this will be built as clearing, grubbing, and <br />stripping proceeds, and in advance of more mining in the lettered areas. The purpose of these <br />is to reduce visual impact, control storm water runoff, erosion and deposition, and allow better <br />control of dust and noise. This berm will be built roughly along the 7440 elevation line, and with <br />the swale will be approximately 10 acres in size. <br />Depth of mining will range from 5 feet of sand and gravel (plus any soil and overburden, <br />estimated at maximum of 10 -12 feet total), to 50 feet of sand and gravel plus overburden. The <br />floor of the pit will slope upwards to the north, similar to the existing terrain. <br />Mining will generally include all areas with sand and gravel. The exception to this will be <br />establishment of a 200 -foot circular area around the WAPA pylon in Area Q (on Map C -2). To <br />prevent any damage to this structure (located on the landowners' property through an <br />easement granted to WAPA), no mining will be done in this area, near the towers, as shown in <br />the cross - section. Mining in Area Q will be limited to ensure that the road along the easement is <br />usable at all times. According to the landowner to the north, only WAPA is authorized to use the <br />road and locked gate in the fence to cross into the property to the north. <br />The edges of the 200 -ft circles around the pylons will be backfilled as soon as possible to avoid <br />erosion or slumping. Access to the pylons will be maintained by ramps, and the roadway along <br />and crossing the powerline will be maintained and replaced as part of mining and reclamation <br />operations. The roads will continue to be used by the mining personnel and the landowner <br />before, during, and after mining. The area immediately around each pylon will be inspected by <br />an engineer before, during, and after excavation in the vicinity, routinely until reclamation is <br />complete and released, for stability and erosion problems to allow quick response to problems. <br />Mining will be conducted in a relatively continuous manner but limited by seasonal weather <br />conditions. Multiple, separate work areas, in and outside the mining area, improve winter <br />access for customers, so materials may be hauled year- round. No livestock grazing is planned <br />for work or mining area during operations. <br />
