Exhibit Page 11 <br />EXHIBIT D - MINING PLAN <br />GENERAL CONCEPT: <br />General Site Information <br />The 200 -acre New Hay Camp Pit is located on the southern edge of Hay Camp Mesa, dropping <br />to near the northern breakpoint of the Lost Canyon. The portion of the site to be mined consists <br />of alluvial and aeolian sand and gravel deposits of about 40 feet thickness overlaying clay <br />deposits and shale bedrock, and is located on the top of Hay Camp Mesa, south of the divide <br />between the Dolores River (to the north) and its tributary, Lost Canyon Creek. The top of Hay <br />Camp Mesa is cut by numerous ravines, those on the site draining to Lost Canyon Creek (to the <br />south). The lower portions of the site have been significantly modified to control and collect <br />runoff and to create a large cultivated area which extends to the south and east of the proposed <br />permit boundaries. The eastern edge of the site has been modified by construction of the high - <br />voltage Western Area Power Administration line (including four large pylons) and the road used <br />to inspect and maintain those pylons, along with significant erosion from heavy use and poor <br />maintenance. Additional access roads and trails have been constructed on the site by past and <br />present owners, not all shown on the maps, including a new, flatter -grade road near the WAPA <br />easement allowing access to the mesa top, and fire trails along the west side of the site and <br />fences. <br />The mineable sand and gravel deposits are found primarily on the flat top of the mesa, <br />sometimes exposed and sometimes covered with overburden and topsoil. On the site, there is <br />approximately 44.2 acres considered the top of the mesa and the upper slopes which are <br />covered by the deposits. There is some outwash of sand and gravel along the sides of the <br />mesa and the ravines, in small deposits generally not workable economically. <br />The material to be mined generally falls into two categories: a predominantly red material with a <br />high fines content which can be processed and used as the surface of gravel roads; and a <br />predominantly white material which is coarser and can be crushed and screened into a variety <br />of sand and rock products for multiple uses. The thickness of mineable sand and gravel and <br />the thickness of overburden varies enormously within a very short distance (both on the mesa <br />top and along the upper portion of the south slope), frequently making mining of some areas <br />unproductive. In addition, there are some deposits of mostly clay /silt overburden on the mesa <br />top which requires removal to expose the desirable materials. <br />The entire 200 -acre site drains into Lost Canyon, mostly via two unnamed drainages. A very <br />small portion on the west edge of the site drains via a third drainage, and a small portion of the <br />southeast corner of the site drains via overland flow and unmapped natural and man - caused <br />erosion swales. The major drainage is controlled by the 1/4 -acre stockpond dam on the south <br />boundary and a dugout in the SE corner; but currently no control for the western drainages. <br />Elevation varies from 7110 (below the stockpond dam) to 7510 (on the north boundary). <br />Vegetation ranges from man - cleared cropland /pasture to fairly dense pinyon - juniper woodland. <br />For a detailed discussion of vegetation, please see Exhibit J. <br />Operations <br />Mining of the permit area will be done by McStone Aggregates LLC. <br />The area to be mined (44.2 acres total) is the north portion of the site, bounded by the <br />property /site line to the west, north and east, and elevation 7440 on the south, except for two <br />sediment basins. Mining will begin in area K immediately west of the WAPA easement in the <br />northeast (see Map C -2), with access via a permanent road with a flatter grade which crosses <br />the older WAPA easement road.
