in 2009 and 2010, and sampling of the vegetation in 2010 to demonstrate the effectiveness of <br />the weed control measures. <br />Chevron conducted weed control efforts between June 1, 2010 and July 15, 2010. Noxious <br />species targeted were Canada thistle, musk thistle, oxeye daisy, and houndstongue. Details <br />of the weed control efforts were submitted to the Division on August 2, 2010. <br />Chevron submitted the results of the 2010 vegetation sampling to the Division on September <br />2, 2010. The Division attempted to schedule a third inspection to occur on September 15, <br />2010, to observe vegetative response to weed control measures enacted by Chevron in 2009 <br />and 2010. One of the landowners objected to the timing of the September 15, 2010 <br />inspection. The inspection was postponed until the following spring. The Division <br />conducted a third inspection on June 21, 2011 to evaluate the effectiveness of the weed <br />control measures. <br />Persons present at the June 21, 2011 inspection included James Tarazoff of Chevron Mining, <br />Inc., Christine Belka of OSM, Troy Summers of WCC Engineering, Chris Keough of Habitat <br />Management, Lou DeQuine of Routt County Conservation Division, Lori Jazwick of the <br />Natural Resource Conservation Service (NRCS), and landowners or landowner <br />representatives Tom Maneotis, John and Terri Redd, Roy Rosell representing Andrew <br />Hunter, Scott Hayden representing Cherry Creek Properties, and Bill Doolan representing the <br />Maplewood Group. <br />Review of DRMS inspection reports conducted since June 21, 2011, did not identify <br />worsening or new noxious weed concerns. During the Division's August 9, 2012 inspection, <br />the DRMS inspector identified a low spot at the intersection of the north road and the Lower <br />Moffat road since the repair of the north Road was documented in the Division's September <br />19, 2011 inspection report. Chevron Mining, Inc. surveyed the area of concern and <br />demonstrated to the Division that positive drainage was being maintained. The <br />demonstration was acceptable to the Division that road drainage was functioning in <br />accordance with the design. Reports conducted in the late fall, winter and early spring <br />months were not reviewed since vegetation would not have been actively growing during <br />those times. A gully had been noted crossing the West Ridge road during the September 26, <br />2012 inspection. The gully had been adequately repaired as noted in the October 9, 2012 <br />inspection report. <br />The following inspection reports were reviewed for concerns regarding on the ground <br />conditions and reclamation success: <br />July 7, 2011 <br />July 25, 2011 <br />September 19, 2011 <br />May 21, 2012 <br />June 18, 2012 <br />July 19, 2012 <br />August 9, 2012 <br />Edna Mine Page 9 April 12, 2013 <br />Phase II. and III Bond Release <br />
