scheduled follow up bond release inspection, and expressed concern regarding the <br />concentration of thistle and houndstongue. Mr. Maneotis also requested that Chevron <br />Mining, Inc. notify the landowners when spraying their land. . <br />A fourth objection was received on June 29, 2011, from a landowner, Mr. John Redd. Mr. <br />Redd expressed concern regarding the presence of noxious weeds on his property and the <br />observed rilling of the North Road not on his property. Mr. Redd did not specify which <br />noxious weed species he had concerns about, nor did he define the locations of his concern. <br />His concern was more general regarding weeds on the site, and his concern that weed control <br />efforts in 2009 had not had time to demonstrate the effectiveness for control of weeds. A <br />portion of Mr. Redd's property was inspected during the June 21, 2011 follow up bond <br />release inspections. Some Canada thistle patches and houndstongue were observed on the <br />Redd's property within the bond release request area. The operator was informed of the need <br />to conduct weed control efforts on this area. The weed management report submitted by <br />Chevron to the Division, August 19, 2011 confirmed that the operator had this area treated <br />with 2,4 -D and Tordon between July 6 -9, 2011. <br />Bond Release Inspection <br />The Division scheduled and conducted a bond release inspection on July 20, 2009. The site <br />inspection was conducted in accordance with Section 3.03.2(2). Jason Musick and Janet <br />Binns represented the Colorado Division of Reclamation, Mining, and Safety. The operator <br />was represented by Steven Leach of Chevron Mining, Inc and Troy Summers of WWC <br />Engineering. Christine Belka represented the United States Office of Surface Mining. Lori <br />Jazwick represented the Natural Resources Conservation Service and Sarah Hagenbach <br />represented the Routt County Conservation District. Tom and Leslie Maneotis, and Rob and <br />Kathryn Dick were landowners present at the inspection. Asset manager Scott Hayden <br />represented the land ownership group, Hoeptner et al Land. The Bureau of Land <br />Management, Little Snake Resource Area office was notified, via certified mail, of the <br />inspection but declined to send a representative to attend the bond release inspection. It was <br />determined during this initial inspection that small maintenance items and slight weed <br />management was required. The Division's inspection report is on file at the Denver Office of <br />the Division of Reclamation, Mining and Safety. <br />The Division conducted a second inspection on August 24, 2009 to ensure maintenance items <br />noted during the July 20, 2009 inspection had been adequately addressed.
