In addition, the Division has verified in the field the adequacy <br />of revegetation and erosion control during its regular monthly inspections. No significant <br />gully or rill problems or sediment fans were found during the bond release inspections. <br />Based on the comparison of calculated soil loss rates and long -term field observations, the <br />Division finds that the bond release area is not contributing suspended solids to streamflow <br />or runoff outside the permit area in excess of levels determined on adjacent non -mined areas. <br />Phase III Bond Release <br />The Division's bond release inspection of July 20, 2009 was conducted in accordance with <br />Section 3.03.2(2). The inspection focused on completion of reclamation work, success of the <br />work, erosional and slope stability of the reclaimed lands, and implementation of the <br />postmining land use of agricultural, hunting sub - classification. This evaluation considered, <br />among other things, the results of inspections and monitoring, the need for further <br />reclamation work, whether pollution of surface or ground water is occurring, and the <br />probability of future occurrence of pollution. The results of the evaluation of hydrologic <br />impacts are summarized below. Field observations support a finding to approve the bond <br />release application. <br />The reclamation of the Edna Mine was completed in 1996. The previous discussion of Phase <br />II bond release indicates the Support Facilities Area of the permanent access roads, and the <br />vegetative cover of living plants on roadway embankments, provides adequate erosion <br />control and satisfactory cover establishment. <br />Period of Extended Liability <br />Reclamation for the proposed Phase III areas was completed in 1996. Vegetation surveys <br />were completed in August 2005, August 2006, and September 2008 as per Rule 4.15.7(5) <br />There was no additional work performed at the mine site that would extend the liability <br />period. <br />Edna Mine Page 17 April 12, 2013 <br />Phase II. and III Bond Release <br />
