Revegetation Success <br />Chevron Mining, Inc. utilized a third party consultant, Habitat Management Inc., to sample <br />vegetation in the summer of 2005, the summer of 2006, and the fall of 2008. <br />Cover <br />Results of vegetation sampling conducted in 2005 indicate that the Topsoiled Rangeland <br />Standard for cover for the Moffat Area and the West Ridge Area bond release blocks is a <br />mean herbaceous vegetation cover of 24.04 %. Results of the vegetation sampling conducted <br />in 2006 indicate that the Topsoiled Rangeland Standard for cover for the Moffat Area and the <br />West Ridge Area bond release blocks (BRBs) is a mean herbaceous vegetation cover of <br />24.18% <br />In 2005, the topsoiled portion of the Moffat Area subject to this bond release application had <br />a total herbaceous cover of 47.3 %, and the topsoiled portion of the West Ridge Area subject <br />to this bond release application had a total herbaceous cover of 55.1 %. In 2006, the topsoiled <br />portion of the Moffat Area subject to this bond release application had a total herbaceous <br />cover of 39.7 %, and the topsoiled portion of the West Ridge Area subject to this bond release <br />application had a total herbaceous cover of 40.0 %. The topsoiled portions of the Moffat <br />Area and the West Ridge Area subject to this bond release application have exceeded the <br />standard for successful revegetation cover. <br />Results of vegetation sampling in 2005 indicated that the Substitute Soils Standard for the <br />non - topsoiled areas of the West Ridge and Moffat BRBs displayed a mean vegetation cover <br />of 41.6 %. Section 4.15.11(2) utilizes the t -test which requires that the reclamation mean is at <br />least 90% of the technical standard. The West Ridge and Moffat BRBs, the technical <br />standard is 47 %, and 90% of the standard is 42.3 %. The t -test indicates the mean for the <br />reclamation meets the standard for vegetative cover in 2005. <br />In 2006, the non - topsoiled areas of the West Ridge Area and Moffat Area displayed a mean <br />vegetation cover of 30.5 %. This value was not statistically acceptable. The non - topsoiled <br />areas were sampled again in September 2008, and a mean vegetation cover was 44.3 %. The <br />September 2008 cover mean met the Substitute Soil Standard for vegetation cover for second <br />year sampling. The Division finds the non - topsoiled areas of the West Ridge Area and <br />Moffat Area met the standard for vegetative cover in 2008. <br />As previously mentioned, the disturbances within the Support Facilities Area are not required <br />to achieve a specific numerical revegetation cover value nor are they subject to the 10 -year <br />revegetation liability period. No vegetative cover is required to be established on the <br />permanent access roads. Areas within the right of way of the North Road, Skyline Road, <br />West Ridge Road, Center Ridge Road, Lower Moffat Area Road, as well as roads associated <br />with permanent ponds and road embankments, have been successfully revegetated for <br />stabilization. No erosional features in the Support Facilities Area were observed during the <br />bond release inspections of July 20, 2009 and August 24, 2009. <br />Edna Mine Page 18 April 12, 2013 <br />Phase II. and III Bond Release <br />
