The disturbances within the Support Facilities Area are not required to achieve a specific <br />numerical revegetation cover value nor are they subject to the 10 -year revegetation liability <br />period. No vegetative cover is required to be established on the permanent access roads. <br />Areas within the right of way of the North Road, Skyline Road, West Ridge Road, Center <br />Ridge Road, Lower Moffat Area Road, as well as roads associated with permanent ponds and <br />road embankments have been successfully revegetated for stabilization. No erosional <br />features in the Support Facilities Area were observed during the bond release inspections of <br />July 20, 2009 and August 24, 2009. <br />Post Mining Land Use <br />The approved post- mining land uses for the revegetated portions of the Moffat Area and the <br />West Ridge Area subject to this bond release application are rangeland for enhanced <br />domestic livestock grazing and wildlife habitat. The reclaimed lands have vegetative cover <br />composed of a variety of grasses, forbs, and woody shrubs. Revegetation species sampled by <br />the permittee that exist within these revegetated portions support the post- mining land use. <br />These species include Dactylis glomerata (orchardgrass), Bromus inermis (smooth brome), <br />Pascopyrum smithii (western wheatgrass), Poa pratensis (Kentucky bluegrass), Melitotus <br />officinalis (yellow sweetclover), Astragalus cicer (cicer milkvetch), Medicago sativa <br />(alfalfa), Elymus trachycaulus (slender wheatgrass), Elymus lanceolatus (streambank <br />wheatgrass), Elymus elymoides (squirltail), Elymus macrourus (thickspike wheatgrass), Poa <br />ampla (big bluegrass), and Poa secunda (Sandberg bluegrass). Weed patches identified <br />during bond release inspections have been addressed by the operator and do not appear to be <br />problematic. No significant bare areas were found. <br />Sedimentolou <br />The following table shows a comparison of the calculated theoretical sediment yield from the <br />bond release units and the reference areas. The calculation uses the Universal Soil Loss <br />Equation. The only factors that are varied in the comparison are the cover factor (C) and the <br />erosion control practice factor (P). The other three factors, rainfall and runoff (R), soil <br />erodibility (K), and slope steepness (LS) are held constant among the reference areas and <br />bond release units. The resulting calculations indicate the soil loss rates from the bond <br />release units do not exceed the soil loss rates on the reference areas. The calculated soil loss <br />rates on the bond release units are less than 1 ton per acre per year, which is a modest soil <br />loss rate for moderately sloping rangeland in northwest Colorado. <br />Table 1 - USLE calculation for bond release units (BRU) and reference areas using cover <br />values shown in bond release application.
