The reclamation plan for Colowyo is found in Sections 2.05.4 and 2.05.5 (Volume 1 for the East <br />Pit, West Pit, Section 16 Pit, Facilities Area and Gossard Loadout, Volume 12 for South Taylor, <br />and Volume 15 for the Collom expansion area) of the PAP. A partial summary of this plan is <br />given here. For a more complete summary and references to specific portions of the permit <br />Application, see Section B of this document. <br />Acreage Disturbed and Reclaimed <br />Approximately 4,800.0 (2011 Annual Reclamation Report (ARR)) of the approximately 5,018 <br />acres permitted for disturbance have been disturbed. Of the disturbed, approximately 2,210.54 <br />acres have been backfilled and graded, and of this approximately 2,088.65 acres have been <br />topsoiled and seeded (2011 ARR). Phase I bond release for approximately 226 acres and Phase II <br />bond release for approximately 176 acres for portions of Streeter Fill were applied for and <br />granted in 1987 (PAP). A Phase I bond release for approximately 712 acres was granted in 1998 <br />(Findings, 1997 Phase I Partial Bond Release Application). A Phase II bond release (SL -3) for <br />approximately 762 acres was granted in August 15, 2001 (Findings, 2000 Application for Partial <br />Phase II Bond Release). On May 2, 2011, SL -4 approved 494.2 acres Phase I bond release and <br />420.9 acres for Phase II bond release. On July 25, 2012, the Division approved Phase III bond <br />release (SL -5) for 979.52 acres of reclaimed area in the East Pit, Section 16 Pit and a portion of <br />the West Pit Fill. SL -6 is currently under review for Phase I bond release requested for 692.37 <br />acres in the East and West pits. <br />Roads, Ponds and Support Facilities <br />To provide access in the area for ranching purposes, the main Collom Haul Road from the <br />Gossard Loadout to the Collom Facilities area may be left in place after mining is complete. <br />Colowyo, as the land owner, will have to provide the Division with a letter documenting this <br />request, at the appropriate time, as stated in Volume 15, Rule 4 - Page 2). <br />All sediment control ponds and diversion ditches are to be removed during final reclamation of <br />the site. To support the proposed post- mining land use, small water impoundments (stock tanks) <br />will be left to encourage an even distribution of grazing over the reclaimed site and to enhance <br />the areas for wildlife. These ponds will also replace the existing water rights associated with the <br />stock ponds that currently exist on the site. All mine support facilities are to be removed during <br />final reclamation. Drilled holes and underground openings will be closed when no longer needed <br />for approved mine operation. <br />Backfilling and Grading <br />All highwalls will be eliminated. Regraded spoil will be graded to slopes no steeper than three <br />horizontal to one vertical. Reconstructed stream gradients will approximate those of the <br />pre- mining streams, and stream channels will be restructured to complement regional stream <br />Colowyo Coal Mine C1981 -019 PR -03 33 April 10, 2013 <br />
