patterns. Contour furrows will be constructed to reduce erosion. Overall, Colowyo's reclamation <br />plan will serve to achieve contemporaneous reclamation and approximate original contour. <br />However, a variance to Rule 4.14.1(1)(c) was granted during the initial permitting process to <br />backfill as contemporaneously as practical in lieu of the 180 -day or four - spoil- ridges <br />requirement. In conjunction with the approval of Permit Revision No. 2, the Division granted a <br />variance to Rule 4.14.1(1)(c) for the South Taylor Pit. No reclamation will be completed during <br />the current permit term (set to expire on November 5, 2012, currently in the permit renewal <br />process) in the South Taylor pit area. The Division will hold adequate bond to ensure the <br />completion of reclamation in the event of permit revocation and bond forfeiture. <br />One large temporary fill (overburden) stockpile has been proposed for development of the <br />Collom Lite and Little Collom X pits. This spoil pile is described in detail in Volume 15 Rule 2, <br />pages 102 and 103; and Rule 4, pages 26 and 27. The feature is depicted on Map 23B - Mine <br />Plan, Map 29B - Spoil Grading, and Map 29C - Temporary Spoil Pile Design. Volume 20, <br />Exhibit 23, Item 1 provides the geotechnical report for the temporary pile. The current mine plan <br />projects that the pile (estimated volume: 245,000,000 cu.yds.) will be constructed between 2013 <br />and 2017. The spoil will be used in the final two years of mining (2032 -2033) to backfill the <br />southern end of the Collom Lite Pit and restore the area to AOC. <br />Topsoil <br />Topsoil performance standards are found in Section 4.06 of the PAP (Volume 15 for Collom <br />expansion). Variable topsoil depth replacement will be conducted in reclamation of the Collom <br />expansion area. Variable topsoil depths will be replaced as shown on Map 28C. On ridge tops <br />and slopes less than 10 %, approximately 4 inches of topsoil will be replaced to facilitate <br />establishment of a Sagebrush Steppe plant community. On slopes greater than 10 %, a grassland <br />community will established and topsoil replacement depths will vary from 6 inches at the <br />interface with the Sagebrush Steppe community area grading to 36 inches or more at the bottom <br />of the slope, with no topsoil replaced in the channel bottom. <br />Revegetation <br />Native and introduced forbs and grasses will be drill seeded or, on steep slopes, broadcast <br />seeded. Ridge tops and slopes less than 10% will be seeded with the Sagebrush Steppe seed mix <br />(Volume 15, Table 2.05 -9). Slopes steeper than 10% and drainage bottoms will be planted with <br />the Grassland seed mix (Volume 15 Table 2.05 -7). Shrubs and tree species will be seeded, <br />planted as bare root or containerized stock, or live planted. Revegetation efforts will be <br />monitored to determine vegetative success as described in Section 4.15 of the PAP.
