After blasting, the truck and shovel operations will also remove the top three or four seams of <br />overburden and interburden at the South Taylor Pit. This material will be hauled to temporary <br />overburden storage piles TS West and TS East (to the north of the pit). Approximately 44 <br />million cubic yards of material will be placed in the temporary overburden stockpiles. Upon the <br />commencement of mining, this overburden will be hauled back to the South Taylor Pit. The <br />initial box -cut material for the South Taylor Pit will be placed in two permanent valley fills (the <br />West Taylor and East Taylor Fills). Approximately 60 million cubic yards of material will be <br />placed in the two fills. <br />Blasting methods and sequencing for the Collom Lite and Little Collom X pits will follow the <br />same methods employed at the West Pit and South Taylor Pit. <br />Coal Production <br />Extraction of coal is projected to continue until the year 2031. Production in any one year over <br />the next 5 years is not expected to exceed 9 million tons (CDPHE Construction Permit <br />95MF 1040, Exhibit 8, PAP). Coal production from the Collom Lite Pit is expected to start from <br />about 1.2 million tons in 2012, ramp up to about 5.1 million tons in 2016, and remain fairly <br />constant thereafter. <br />Recovered coal will be trucked to a primary crusher and coal stockpile in the Collom facilities <br />area to the east of the Collom expansion pits. From there, coal will be trucked to a secondary <br />crusher and coal stockpile located at the existing Gossard Loadout. Stoker coal is crushed, stored <br />and loaded separately from other coal at the loadout. Both types of coal are shipped to customers <br />by rail. In addition, coal may be hauled from the crushers or the loadout area by truck to State <br />Highway 13. <br />Disposal of Wastes <br />There is no washing of coal product at the site. Non -coal solid wastes are placed in designated <br />zones (minimum of twenty -five feet of overburden; off the bottom of pits) during backfill <br />operations. Recoverable oil, grease, and other lubricants are stored and shipped to recycle <br />facilities. Sanitary wastes are disposed of in septic tanks, leach fields and evaporative ponds. <br />(4.11.4, PAP) <br />Water Rights and Usage <br />Colowyo draws water from Wilson Reservoir and from Taylor Creek for mining and support <br />operations. Water consumed is within water rights and is done in accordance with the Colowyo <br />Water Augmentation Plan approved by the Colorado State Engineer's Office and the Division of <br />Water Court (PAP, 2.04.7, 4.05.15). <br />3.3.2 Reclamation Plan <br />Colowyo Coal Mine C1981 -019 PR -03 32 April 10, 2013 <br />
