Another check <br />will be made after the proposed decision and before issuance of the permit. <br />3.1.10 Proposed Decision Date <br />A proposed Decision date of April 10, 2013 for the revision application is based on this Findings <br />document. <br />3.1.11 Public Notification of Proposed Approval and Issuance of the Revision <br />Notice of the proposed Decision will be published in the Craig Daily Press twice [Rule <br />2.07.4(2)(d)]. Notification letters of the proposed Decision will be sent to the Colowyo Coal <br />Company, L.P. (Applicant) [Rules 2.07.4(2)(c) and 2.08.5(3)(b)]; Office of Surface Mining, <br />Western Regional Coordinating Center [Rules 2.07.4(2)(c) and 2.08.5(3)(b)]; the Colorado <br />Historical Society [Rule 2.07.4(2)(c)]; the surface and mineral owners of record of the affected <br />land (Bureau of Land Management and the State Board of Land Commissioners); and to the <br />Moffat and Rio Blanco County Commissioners [Rule 2.08.5(3)(b)]. <br />If no objections are made within 30 days (public comment period) of the first publication [Rule <br />2.07.4(3)(a)], with clearance from a final AVS check, the receipt of additional bond monies in <br />the amount of $216,208,000.00 (for a bond total of $285,725,828.65), the proposed decision will <br />be issued and considered final within five days of the close of the public comment period [Rule <br />2.07.4(3)(c)]. <br />3.2 Description of the Environment <br />3.2.1 Maps <br />United States Geological Survey (USGS) Topographic Map 7.5 Minute Quadrangles Axial, <br />Ninemile Gap, Easton Gulch, Devil's Hole Gulch, Colorado, cover the area of the permit. <br />3.2.2 General, Disturbed and Affected Area <br />The Mine is located approximately 28 miles southwest of Craig, Colorado, near State Highway <br />13. The great majority of the permit area and current operations (including the mine pits, the <br />administrative, shops, warehouses, general offices and a rail loadout facility) are located in <br />Moffat County. The 16,824.79 acres of PR -03 are located in Moffat and Rio Blanco Counties. <br />All of the coal mined in the Collom expansion area will be in Moffat County. PR -03 includes <br />only a small area extending into Rio Blanco County, and no new disturbance is approved in Rio <br />Blanco County with the PR -03 mine plan. <br />Colowyo proposes to disturb 2,090.5 acres in the Collom Expansion area. <br />Colowyo Coal Mine C1981 -019 PR -03 20 April 10, 2013 <br />
